2009-11-04 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT: BOARD MEMBERS ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: RECORDER: Open Space and Recreation Committee November 4,2009 Elizabeth Dunne (Chairperson), Suzanne Beaudoin, David Brewster, Nancy Coffey, Marilyn McCrory, and Sylvan Menezes Robert Buchsbaum, Pam Kampersal, Michael Ralbovsky, and Bill Squibb Environmental Planner Amy Maxner Andrea Bray Chairperson Dunne calls the meeting to order. Approval of Minutes - October 7. 2009 Meetin2: McCrory: Motion to approve the minutes, seconded by Brewster. Passes 6-0. Updates Semi-Annual Report to Citv Council- Review Draft Report Dunne states that the draft isn't finished yet, and she and Coffey will try to finish it soon. Maxner states that she will find out what the Council's meeting schedule is and forward to Dunne. Remainin2: Donated Kiosks - Installation Dunne states that one of the kiosks has gone to the Gloucester Crossing neighborhood, and there are only two left and only one plexi glass piece left. Maxner states that she has emailed the Essex County VELO contacts and they haven't responded yet, but she expects that they will soon. She adds that the first installation will be at the other end of Sally Milligan at the Cross Lane side. Ri2:hts-of- W av IOpen Space . Norwood Pond ROW: Maxner states that she has spoken to Mike Collins, Roy Gelineau and Fire Chief Pierce about this and they suggested that she start with a letter requesting Open Space & Recreation Committee November 4, 2009 Meeting Minutes Page 2 of3 that the neighbors refrain from parking there. She has done that and forwarded a copy of her letter to the members. Members hope the neighbors will respond to this request. . Bass River Walkway Behind Stop & Shop: Coffey states that she has prepared a letter for Stop & Shop and she reads this letter for the members. The letter requests that Stop & Shop maintain the river walk. The members approve the letter. Maxner states that Mike Collins is aware of this issue and she will follow up with him as to any action he may have taken, but in the meantime she will get this letter out in the mail ASAP. . YMCA/Essex Street - ROW: Maxner states that the Conservation Commission approved the pathway and they conditioned it to include a sign welcoming the public to enjoy the way. . Tall Tree Drive - Easement: Maxner states that Attorney Tom Alexander has advised her that there is a draft of the easement and he would like his client to see it. She will continue to follow up with Alexander. . National Grid - Trail and Stream Crossing: Maxner states that she has called her contact several times but he has no voicemail, so she emailed him and sent her letter again and requested a response. She adds that if she doesn't hear back in the next two weeks, she will call her first contact. . Essex Street Access to YMCA: Menezes states that the Essex Street access has an opening but going further up the pathway there is pile of cut branches that acts as a barrier and at the top there is a trailer. He adds that there is not anyone living in the trailer now. Much discussion ensues. Maxner agrees to follow up with the City Solicitor. . ROW at the end of Pickman Ave: Menezes states that there is a fence across the right-of- way at the end of Pickman Ave. Coffey states that this is a battle that the Committee should probably avoid. Menezes clarifies that this has always been opened until this past summer. Beaudoin agrees to check with someone she knows that lives in that neighborhood about this. . Folger Avenue: Brewster states that another house has been built on Folger Avenue and this might block the right-of-way. Much discussion ensues. Maxner agrees to review the subdivision plan again and forward her findings to the members as to the easement off the end of Folger. Old Business The Open Space and Recreation Plan Implementation of 18t and 2nd Year Action Items Maxner states that the Committee received a letter from the Commonwealth of Massachusetts and the Committee has the option to extend the expiration date of the Open Space Plan for another 2 years to make it a 7 -year plan. The members agree that this would be a good move. Maxner states that Newhall can find out if entirely new goals need to be developed or if they can expand on the existing goals and objectives. Open Space & Recreation Committee November 4, 2009 Meeting Minutes Page 3 of3 Dunne cites some action items that could be extended, i.e. waterfront access, right-of-way access, etc. Dunne states that she would love to have someone do deed research, and the members discuss this. New Business Earth Dav Schedule - Informational piece for Parks & Recreation sprin2: fiver Maxner distributes a preliminary outline for Earth Day walks and the members discuss the schedule. Coffey states that Ed Myskowski can do a seacoast walk at Lynch Park. Maxner states that the OSRC can partner with Greenbelt on the last Sunday of April or May and that ECGB will only conduct walks on property that they control. She adds that she will check with the Trustees of the Reservation about a walk. Brewster suggests walking in the outback of Long Hill. McCrory suggests holding an urban walk, either along the Bass River or along the Beverly Common, and the members discuss this. Maxner states that Brewster has compiled a blurb that will be included in the Parks and Recreation Department's newsletter. Beaudoin excuses herself from the meeting for the evening. Schedule Site Walks - Trail Markin2: at Beverlv Commons and Other Trail Maintenance Dunne states that this could be done in the winter. Members agree. Next Meetin2: A2:enda Items and Schedulin2: Maxner states that the next meeting will be the Holiday Party. The members agree to hold the party on either Wednesday, December 9, or Thursday, December 17. Dunne offers to host the party and agrees to follow up to ascertain the date. Brewster: Motion to adjourn, seconded by Coffey. Motion passes 5-0. The meeting is adjourned at 9:00 pm.
