2009-12-09 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, DECEMBER 14, 2009 LOCATION: Beverly Airport, West Side, Hangar #4 (Cat Aviation), Danvers, MA, 01923 PRESENT: Commissioners Barnico, Dettorre, DiPaolo, Forgione, Lydon, Mahoney, McEvoy, Nelson, Vitale, and White ABSENT: None PUBLIC: Dave Graham, Craig Schuster, John Duval, Ken Robinson, Jim Baker, Richard Chase, Charlene Chase, Trish Nestor, Tom Lyons, Bill Kossowan, Joe Gibbons, Chris Negrotti, and Dave Meuse A. CALL TO ORDER Chairman Vitale called the meeting to order at 6: 3 0 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for November 2009 - Chairman Vitale called for a reading of the minutes from the November meeting. Commissioner Lydon made a motion to accept the minutes, subject to a correction with rates and charges, seconded by Commissioner Barnico. Motion passed unanimously. 3. Reading of the Financial Report - Commissioner White presented the financial report for November 2009. Vice Chairman Mahoney made a motion to accept the report, subject to audit, seconded by Commissioner Dettorre. Motion passed unanimously. 4. Presentation(s)- . Jacob's Engineering - Craig Schuster and Dave Graham handed out two copies of the ALPU draft and stated ten (10) more copies will be forthcoming and given to the commission for their review. They reported that a FAA Assurances meeting will be rescheduled and with the W AAS, our Runway 16 minimums should go from 581' to 300'. 5. Chairman's Report - Chairman Vitale.... . Had a meeting with the Mayor and City Solicitor, the land in back of the AdminlMaint building could go for $175,000 but no details are available yet . Stated we should give Jacobs a "Wish List" of the desired design of the East Ramp by January 2010 . Reported that the North Shore Aero Club is trying to arrange quarterly meetings . Stated he and the Airport Manager would be working on the revamped Airport Rules & Regulations and Minimum Standard B. OLD BUSINESS 1. Subcommittee Reports: . Property/Legal/Finance Subcommittee -No report . Noise Abatement Subcommittee - Vice Chairman Mahoney reported no noise complaints for the month of November . Facility Maintenance and Web site Management Subcommittee - Commissioner Forgione reported approximately 800 hits per month on the airport website. . Public Relations Subcommittee - No report . Environmental Issues Subcommittee (& NSCC Aviation Program Update)- Commissioner Barnico reported that the Beverly ConCom approved the Cape Ann Hangar Associates hangar development. . Airport Safety & Security Subcommittee - The two (2) Hutchins trees will probably be taken by eminent domain. The Hutchins have retained a retired judge as their counsel. . Airport Operations - John Duval talked about his visit to Mrica and the airport training program there. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, November noise complaints (None), snow removal, lease status, update on 2009 Massachusetts Airport System Plan, and changes to the Airport Field Condition Report. D. NEW BUSINESS: . BAC Elections - Commissioner Lydon made a nomination from the floor to re-elect Chairman Vitale as Chairman, seconded by Commissioner Dettorre. Yea - 10, Nay - O. Commissioner Dettorre mad a nomination from the floor to re-elect Vice Chairman Mahoney as Vice Chairman, seconded by Commissioner Barnico. Yea - 10, Nay - O. E.
