Each such plan shall, as soon as may be practicable, be reviewed by the City Council, which may refer said plan to the Committee on Public Services. An analysis of the potential impact of rezoning the R 10 district to "less dense" designations (i.e. R-15, R22, etc), expressed in terms of the number of existing houses and lots that would become non-conforming if the zoning requirements were "tightened" and in terms of the number of house lots that could be created; . An explanation of the practical benefits and drawbacks to rezoning the area from R10 to less dense zoning and .
