MINUTES OF THE REGULAR MEETING
MONDAY, NOVEMBER 9, 2009

PRESENT: Commissioners Barnico, Dettorre, DiPaolo, Forgione, Lydon, Mahoney, McEvoy, Tosi,
Vitale, and White
ABSENT: Commissioner Nelson
PUBLIC: Dave Graham, Craig Schuster, John Duval, Jim Baker, Richard Chase, Charlene Chase,
Tom Lyons, Bill Kossowan, Chris Negrotti, and Tony Bettencourt
A. CALL TO ORDER
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for October 2009 - Chairman Vitale called for a reading of the
minutes from the October meeting. Vice Chairman Mahoney made a motion to accept
the minutes, subject to amendment, seconded by Commissioner Lydon. Motion passed
unanimously.
3. Reading of the Financial Report - Commissioner White presented the financial report for
October 2009. Vice Chairman Mahoney made a motion to accept the report, subject to
audit, seconded by Commissioner Tosi. Motion passed unanimously.
4. Presentation(s)-
. Jacob's Engineering - Craig Schuster reported on the official completion ofTXY
"F" and the final inspection. He also noted the ALPU final draft should be ready next
month.
5. Chairman's Report - Chairman Vitale....
. Outlined four priorities:
1) W AAS
2) Obstruction Removal
3) East Ramp Reconstruction
4) Marketing the Airport
. Announced the December BAC Meeting would be from 7:00PM to 8:00PM
followed by a small holiday celebration

. Informed, effective January 1, 2010, commercial landing fees will be:
1) Helicopter
2) Twin Engine
3) Turbo Prop & Light Jet (Under 25,000 lbs.)

5) Heavy Jet (Over 25,000 lbs.)

B. OLD BUSINESS
1. Subcommittee Reports:
. Property/Legal/Finance Subcommittee -Vice Chairman Mahoney said the biggest
hurtle is leasing/selling the non-aviation parcels.
. Noise Abatement Subcommittee - Vice Chairman Mahoney reported that there have
been no further noise complaints from Linda Smith of Colgate Road in Beverly.
. Facility Maintenance and Web site Management Subcommittee - Commissioner
Forgione reported that the East Side facility inspections went very well, but that the
outside area around the Civil Air Patrol building needed to be cleaned up.
. Public Relations Subcommittee - Commissioner Tosi reported that the Public
Relations Subcommittee has not met yet.
. Environmental Issues Subcommittee (& NSCC Aviation Program Update)-
Commissioner Barnico talked about Cape Ann Hangar Associates' environmental
Notice ofIntent. He also spoke about the storage around Nike Road.
. Airport Safety & Security Subcommittee - No Report
. Airport Operations - John Duval gave kudos to Airport Mechanic Dave Meuse for
his outstanding airport maintenance performance. He reported that there have been
little, if any, geese problems and practically no deer sightings on the airport (but
there are still coyotes).
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee
collections, October noise complaints (None), final Taxiway "F" FAA inspection, City Council lease
approval of Cape Ann Hangar Associates, Civil Air Patrol lease status, ConCom NOI, Roma hangar
construction status, receipt of $2,500 from Collings Foundation, 2009 Mass Airport System Plan,
and airport maintenance.
