Oosthoek called the meeting to order at 7:00 p.m.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held on August 19,2009 were
presented for approval. Menezes moves to approve the minutes of the Harbor Management
Authority meeting held on August 19,2009 as amended. Neuman seconds the motion the
motion carries.
Report from Facilities Committee
Ward reports that the issue with Mr. Vogler has been solved and the boat has been moved.
Ward reports that there was a clerical error in calculating the amount owed by the Zdanowiczes
and they have been informed that they still owe a balance of$560.00. He explains that the
payment was calculated on a boat that was previously owned by the Zdanowiczes and they have
until September 23, 2009 to clear the matter up.
Menezes reports that the Englehardts and the Tahany's have been notified that since their vessels
are commercial vessels and not a pleasure craft, they must be insured as a commercial vessel and
should not be under their homeowners policies. He explains that they have been asked to send in
correct certification of insurance in order to continue with their present lease agreements.
Ward reports that there were no bids on the Brown Building and it will be torn down. He notes
that the HMA needs to have the building cleaned out by November 1, 2009. Neuman states that
the HMA should stick to that date noting that the bids are due back by October 15th .
Ward reports that Rob Dever, has begun working at the marina on a part time basis as an
independent contractor, together with Lou.

Neuman notes that Mr. Dever will be handling the day to day activities at the Marina but non
mechanical items such as leases etc. will not be done. Gooding notes that filing and
administrative activities need to be addressed and who will be responsible for that.
Ward suggests that Bochynski go through the files and box up the files that should be saved and
suggests that they be kept in the Eileen's old office. Gooding will look into how the
administrative tasks associated with the marina management should be handled.
Neuman suggests that Gooding talk to Mike Collins noting that the Mayor assigned the Harbor
Management to his department.
Ward reported that a notice went out to all tenants that there will be no occupancy at the
recreational marina over the winter while construction is underway. Discussion followed about
the need to keep marina tenants aware of construction progress and the projected availability of
slips in the spring. This issue will be revisited once the bids on the project are in and the
schedule is known.
Neuman explains that he talked with Mayor Scanlon regarding onsite construction management
noting that there should be someone overseeing the construction and he is not sure that the HMA
members have the time to do that. He notes that the Mayor agreed that it was necessary and
notes that the cost is estimated at around $60,000.
Ward reports that rats have been a problem at the marina noting that the construction in the area
brings them out. Gooding notes that every construction project in the city is required to have
rodent control. Troubetaris agreed noting that planning regulations require rodent control. It
was suggested that Vine Associates should include rodent control measures in the plans for the
marina project. Neuman will check to be sure it is included.
Financial Report
Miedzionowski reviews the financial reports for the Harbor Management Authority. He notes
that $3.5 million dollars in the budget reflects state grants and we have $2.5 million.
Miedzionowski notes that the new person working at the marina will be paid as an independent
contractor. He notes that $55,000 is budgeted for salaries. He also notes that there is $27,600
for sick time buy back for Bochynski pending.
Update on Glovers WharfProiect
Neuman updates the HMA on the Glovers Wharf project. He notes that the project was published
in the Central Register and the bids are due back on October 8, 2009 for the floats and October
15,2009 for the seawall and the bulkhead. He notes that the bid packets will be available on
September 23,2009. The period for performance completion is May 1, 2010.
Neuman explains the requirements for the Army Corp of Engineers and DEP. He also notes that
the security gate and apron gangway will be going to the floats.

Neuman explains that there was a question as to whether curbing should be installed for the
fence and it was determined that it is better to not have a curb for water and snow runoff.
Neuman reports that the utilities are in the right places. He notes that there is a question as to
where the phone will be located noting that it is in the Brown Building now. Slate suggests that
calls to that number could be forwarded to the city public works department.
Other Business
Gooding will follow up on Administrative issues with the city.
Ward will follow up with Bob Munroe and Roy Gelineau on the Englehardt enforcement issues.
Menezes will follow up with the Board of Health on the problem with the rats at the marina.
Update on Black Cow
Gooding reports that Mr. Leone is waiting on his Chapter 91 License. Neuman notes that DEP
issued a supplemental comment period.
