A. CALL TO ORDER
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Reading of the Minutes for September 2009 - Chairman Vitale called for a reading of the
minutes from the September meeting. Vice Chairman Mahoney made a motion to accept
the minutes, subject to amendment, seconded by Commissioner Barnico. Motion passed
unanimously.
2. Reading of the Financial Report - Commissioner White presented the financial report for
September 2009. Vice Chairman Mahoney made a motion to accept the report, subject
to audit, seconded by Commissioner Barnico. Motion passed unanimously.
3. Chairman's Report - Chairman Vitale....
. Reported on the status of a military statue that may become available to a city or
town, including Beverly
. Read aviation updates from Aviation Digest magazine
. Mentioned an advertisement in the Atlantic Flyer re: Dr. Cutler's hangar for rent or
sale
. Informed the commission of a new NAA sign on the East Side informing transients
ofNAA's radio frequency and phone number to get services

B. OLD BUSINESS

. Property/Legal/Finance Subcommittee -Vice Chairman Mahoney reinforced the need
for the Civil Air Patrol to provide definitive answers regarding their lease.
. Noise Abatement Subcommittee - Vice Chairman Mahoney discussed the Colgate
Road, Beverly noise complaints.
. Facility Maintenance and Web site Management Subcommittee - Commissioner
Forgione reported on the results of the 9/28/09 facility inspections and gave the date
of 10/27/09 for re-inspection.
. Public Relations Subcommittee - Commissioner Nelson will set a tentative meeting
date for sometime in November.
. Environmental Issues Subcommittee (& NSCC Aviation Program Update)-
Commissioner Barnico reported on an objection to the proposed skating rink on non-
aviation use property.
. Airport Safety & Security Subcommittee - No Report
. Airport Operations - John Duval suggested contacting the Airport's year-round
hunter, Bob Young, to eliminate a deer seen in the Hangar #4 area on the West Side.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee
collections, September noise complaints, Taxiway "F" Reconstruction Project (Economic Stimulus
Project) punch list repairs, status of Rom a Ventures II, Cape Ann Hangar Associates, and Civil Air
Patrol leases, private hangar construction update, Civil Air Patrol WWII Dance, Collings
Foundation Wings of Freedom Tour at BVY, cell tower sublease, ALPU project update, 5- Year
C.I.P. Update, and the relocation of the Mass Aeronautics Commission.
D. NEW BUSINESS:
Chairman Vitale asked for a roll call vote to enter into Executive Session in order to discuss a
potential litigation situation where, if held in an open meeting may have a detrimental effect on the
commission's litigating position, and stated that the regular meeting would reconvene after
Executive Session.
