PRESENT:
Commissioners Barnico, Dettorre, Forgione, Mahoney, McEvoy, Nelson, Vitale, and
White
ABSENT:
Commissioners Lydon and Tosi

A. CALL TO ORDER
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Reading of the Minutes for August 2009 - Chairman Vitale called for a reading of the
minutes from the August meeting. Commissioner Barnico made a motion to accept the
minutes, subject to amendment, seconded by Commissioner Forgione. Motion passed
unanimously.
2. Reading of the Financial Report - Commissioner White presented the financial report for
August 2009. Vice Chairman Mahoney made a motion to accept the report, subject to
audit, seconded by Commissioner Dettorre. Motion passed unanimously.
3. Chairman's Report - Chairman Vitale reported on:
. The updated Five-Year C. I. P. Plan
. Efforts to get a military memorial that the Town of Swampscott did not want
. Brush cutting performed by Airport Mechanic Dave Meuse
4. Presentations:
. Jacobs Engineering - Dave Graham updated the commission on the Taxiway "F"
Reconstruction Project, the ALPU Project, and the annual FAA/MAC/BAC C.I.P.
meeting.
. Civil Air Patrol- Tom Lyons updated the commission on the WWII Dance and
mentioned that the Beverly Composite Squadron has 43 cadets.

B. OLD BUSINESS
1. Subcommittee Reports:
. Property/Legal/Finance Subcommittee -Vice Chairman Mahoney reported on some
changes that Assistant City Solicitor, Bob Munroe wanted in the proposed Cape Ann
Hangar Associates lease.
. Noise Abatement Subcommittee - Vice Chairman Mahoney reported on a noise
complaint received from Colgate Road in Beverly and a future meeting to talk with
the complainant.
. Facility Maintenance and Web site Management Subcommittee - Commissioner
Forgione added the WWII dance information to the airport website. He also
announced that facilities' inspections would be done in September.
. Public Relations Subcommittee - Commissioner Nelson said the subcommittee
would meet between September and October.
. Environmental Issues Subcommittee (& NSCC Aviation Program Update)-
Commissioner Barnico reported that 36 students were enrolled in the Aviation
Science Program at NSCC.
. Airport Safety & Security Subcommittee - No Report
. Airport Operations - John Duval reported on how well the RW16/34 Crack Repair
Project and the Taxiway "F" Reconstruction Project had gone. He also reported on
his recent meetings as Chairman of the American Association of Airport Executives
(AAAE) and provided information that there was a chance that the federal share for
projects may increase from 2.5% to 5%.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee
collections, August noise complaints, pedestrian gate installations, status of the Taxiway "F"
Reconstruction Project (Economic Stimulus Project), private hangar construction update, updates
on the Roma Ventures II and Cape Ann Hangar Associates leases, the painting of the West Side
parking lot lines, the City Solicitor's letter to Tom Ford, the resignation of Airport Commissioner
Jim Tognazzi, and airport maintenance.
D. NEW BUSINESS:
Chairman Vitale asked for a roll call vote to enter into Executive Session in order to discuss a
potential litigation situation where, if held in an open meeting may have a detrimental effect on the

commission's litigating position, and stated that the regular meeting would reconvene after
Executive Session.

Chairman Vitale asked for a roll call vote to exit Executive Session.

E. TENANT COMMENTS:
. Bill Kossowan gave a North Shore Aero Club update and also reported that the North Shore
Aero Club had 50 members.

G. ADJOURNMENT
Motion to adjourn made by Commissioner White, seconded by Commissioner Dettorre. Motion
passed unanimously.
