Now that the election dust has settled, I wanted to take the opportunity to update you on a number of issues. First, you have no doubt
heard stories regarding budget difficulties in other communities, especially as related to school budgets. I am pleased to say that in
Beverly the current year school spending is thus far on budget. I did, however, discuss at last week's School Committee meeting the
school employment report which as you know, we generate in the Spring and Fall. I expressed in some detail my real concern regarding
next year's school budget because of the 36-person Full Time Equivalent increase in school employment between October 2006 and
October 2007 despite a continued enrollment decline. Grant funding and special education issues likely explain part of this change. You
will all recall that in order to fund the new High School from the General Fund we must adhere to the agreement with school officials to hold
the increase in the city contribution to not more than 3.50/0 annually. Staying with that commitment is absolutely essential.
As the City of Beverly moves forward, we must constantly work on both expense control and revenue growth. As you know, Beverly has
become an important restaurant center for evening dining. The State estimates annual revenues of $70,000,000 for food sold in Beverly.
One outcome of Beverly's becoming a restaurant center is a lack of liquor licenses which threatens our continued progress. Under
separate cover I urge you tonight to give your early attention for a request to expand our all alcohol restaurant liquor licenses by six and
thus allow for continued economic development. If you approve this request, our State Representative Mary Grant will then proceed to

obtain necessary legislative approval on Beacon Hill.
The recycling picture on which I frequently report to you continues to provide favorable results. October showed total tons tipped at 1309
vs. 1450 last year and 1605 the previous year.
On another front I wish to share some good news regarding unbudgeted revenues. John Dunn will explain these in greater detail as well
as their suggested application, but I will first review these sources briefly.
Funds have come from three sources totaling $428,000. The first is Medicare "D" funding which comes to us from the Federal
Government because Beverly's municipal health plans are more generous than federal standards. Thus Washington is passing on to us
funds in the amount of $250,000. The second is $94,000 of State Library funding which had been inappropriately credited to the Beverly
Farms Library renovation project. The final sum of $84,000 is a reduction in the assessment of the North Shore Regional Vocational High
School.
John will discuss the recommended application of these funds which we recommend. There are six specific issues which we wish to fully
reconcile.

Mr. Creamer's term will be effective until November 30, 2010.

As you know, Beverly has become an important restaurant destination. Those frequenting our restaurants have created jobs and
economic development. The proper fundamentals for more restaurants in Beverly are in place. At this time there is a real problem with the
lack of availability of liquor licenses which puts a real cramp on additional restaurant creation.
I hereby recommend that you approve the pursuit by Home Rule Petition of the granting by the State to the City of six (6) additional full
liquor licenses. Your early consideration of this matter will be appreciated.

After reviewing real estate tax exemptions given to senior citizens in neighboring communities, it was determined by the undersigned and
members or the assessor's office that Beverly's senior citizen's real estate tax exemptions needed to be modified. Attached art
recommendations provided by City Finance Director, John Dunn. While the recommendations do not increase the allowed deductible
amount, they do lower the eligible age limit and increase the income guidelines to make more homeowners eligible. We ask that this
matter be referred to the Committee on Finance and Property for committee discussion on November 26, 2007 and a final vote by the full
Council on December 3, 2007.
