School reconstruction project, the news is frankly better than we had anticipated.
While this money needs to be set aside for the High School project once significant debt service begins in two years time, I wish to
recommend to you tonight that the $631,890 be appropriated and used in Fiscal 2008 as follows:
1. $300,000 to be set aside for paving Rantoul Street from Federal Street to the Beverly Salem Bridge. That paving to be
performed before winter.
2. $300,000 to be set aside to purchase a street sweeper and trucks for Public
Services.
3. The balance of $31,890 be expended for downtown streetscape improvements, under the direction of Planning Director
Tina Cassidy and Councilor at Large Tim Flaherty, one of the Council's representatives on the Main Streets Board of
Directors, and in conjunction with the Main Streets organization.
A subcommittee of Main Streets has been working to identify appropriate streetscape improvements for portions of Cabot and Rantoul
Streets. To date, the Committee has made a decision to add more banners to both streets and is in the process of evaluating other
potential improvements such as benches, lighting, trash receptacles, planters, signage and the like. The purchase and installation of
banners and associated hardware is likely to cast between $10,000 - $13,000. The remaining balance of $19,000 - $22,000 would be
spent on purchasing additional street furniture and streetscape initiatives along certain portions of both Cabot and Rantoul Streets.

Dear Honorable Council:
Enclosed please find a proposal to amend Section 29-29.C. of the Zoning Ordinance. The proposed amendment first includes language to
amend the paper filing requirements and fees for site plan review with the Planning Board to reflect those currently being administered.
The fees were established by the Board in 2004 and are found in the Board's Regulations Governing Fees and Fee Structures.
The proposed language also includes a new process for determining whether proposed modifications to approved site plans need to
undergo a formal site plan review process. This language follows a recent recommendation from the Planning Board that a less
cumbersome review process should be established to consider minor site plan modifications. The Town of Lexington bylaw for
modifications of special permits and site plans was used as a model, as suggested by Building Commissioner, Steve Frederickson.
Since the Planning Board has recently expressed support for these measures, please accept this correspondence as the Board's request
that the City Council set a joint public hearing date and inform them of the date and time of the hearing.

Amend Section 29-29.C of the City of Beverly Zoning Ordinance as follows:
A. Delete the first paragraph of subsection 29-29.C.2 and replace it with the following:
"2. Procedure - Applicants shall submit to the Planning Board ten (10) copies of an application for site plan review and ten
(10) sets of plans, size 24" x 36". The applicant shall also submit ten (10) sets of plans, size 11" x 17". The applicant
shall also file one (1) copy of the site plan review application with the City Clerk."
B. Delete subsection 29-29.C.2.b. in its entirety and replace it with the following:
"b. A filing fee of $35 per 1,000 s.f. gross floor area (min. of $350, max of $5,000) for site plan review; or $350 for a
modification of site plan review; and"
C. Add new subsection 29-29.C.4 to include process for modifying an approved site
plan as follows
"4. Modification to Approved Site Plan - Subsequent to a site plan granted by the Planning Board pursuant to this section, minor
modifications to the site plan may be made from time to time in accordance with applicable City ordinances and
regulations. The development approved under such site plan shall otherwise be in accordance with the approved plans
and such conditions, as may be included, in the decision of the Planning Board. The developer shall notify the Planning
Board in writing well in advance of any such modification, which shall not be effective until approved by vote of the
Planning Board. The developer shall also submit a plan depicting such modification. Should the Planning Board
determine that such revisions are not minor, it shall order that an application for a modification of site plan be filed and a
public hearing be held in the same manner as set forth in Section 29-29.C."

The Massachusetts Department of Environmental Protection (DEP) estimates that 1.5 million tons of recyclable paper is thrown away each
year. Municipalities, businesses, and state agencies in Massachusetts pay more than $100 million annually to dispose of this paper - and
that doesn't include the $75 - $100 million that could be earned from recycling it instead.
DEP, in conjunction with the State's non-profit recycling coalition, MassRecycles, is launching a new statewide initiative to recycle an
additional one million tons of paper every year. They have asked that communities join them in informing the public of the magnitude of
paper waste and how we can all benefit from recycling.
They are asking communities to adopt a resolution similar to the attached to signal their commitment to help increase paper recycling.

RESOLUTION IN SUPPORT OF THE MASS RECYCLES PAPERl CAMPAIGN
WHEREAS
The Massachusetts Department of Environmental Protection estimates that the citizens and businesses of
Massachusetts throwaway 1.5 million tons of paper each year; and
WHEREAS
it costs taxpayers of Massachusetts an estimated $100 million per year to dispose of this paper; and
WHEREAS
post-consumer paper is a valuable commodity that, when recycled, generates millions of dollars for cities, towns, and
businesses; and
WHEREAS
recycling paper saves energy and reduces greenhouse gas emissions; and
WHEREAS
recycling adds significantly to the Massachusetts economy through the creation of nearly 20,000 recycling industry
jobs with a combined annual payroll of $557 million; and
WHEREAS
many of the Commonwealth's citizens and businesses are not aware of the broad spectrum of paper products that can
be recycled instead of thrown away;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Beverly to:
1. Join MassRecycle's "Mass Recycles Paper!" campaign by endeavoring to educate its citizens about the importance of recycling
paper for environmental and economic reasons;
2. Encourage its residents to use the paper recycling services provided by the City of Beverly to the maximum extent possible;
and
3. Serve as a role model by recycling waste paper from all of its municipal offices.

An Ordinance Amending an ordinance entitled Administrative Offices
Be it ordained by the City Council of the City of Beverly as follows, to wit:
That Section 3-228 Parking and Traffic Commission be amended as follows:
(a) Composition
After the sentence ending "... a citizen appointed by the Mayor and two citizens appointed by the City Council."
ADD "The Mayoral and Council appointees shall include, if possible, a traffic engineer, transportation engineer/planner, or
parking and traffic consultant."
(b) Authorities and Responsibilities

The Parking and Traffic Commission is established to control and regulate the
present municipal lots, both owned and rented by the City- , (which control and
regulation is subject to the approval of the Mayor and City Council), and to
monitor and make recommendations regarding traffic flow and patterns within
the City of Beverly.
2. The Parking and Traffic Commission shall have the power to direct funds from parking meter receipts into
directional signage and parking lot repairs, maintenance and beautification, subject to the recommendation of
the Mayor and the approval of the City Council
3. The Parking and Traffic Commission shall study and make surveys and
recommendations to the Mayor, City Council, and municipal boards and commissions pertaining to the
development of new parking areas, the impact of new development on traffic patterns, and rules and
regulations pertaining to parking and traffic including loading zones, etc.
