2009-07-09 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JULY 13,2009 LOCATION: Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Mahoney, McEvoy, Tosi, Vitale, and White ABSENT: Commissioners Dettorre, Forgione, Lydon, Nelson, and Tognazzi PUBLIC: Dave Graham, Jim Baker, Charlene Chase, Gardner Trask, Bill Kossowan, Joe Gibbons, Tony Bettencourt, and Dan Parsons A. CALL TO ORDER Chairman Vitale called the meeting to order at 7: 00 PM. 1. Reading of the Minutes for June 2009 - Chairman Vitale called for a reading of the minutes from the June meeting. Commissioner White made a motion to accept the minutes, subject to amendment, seconded by Commissioner Tosi. Motion passed unanimously. 2. Reading of the Financial Report - Commissioner White presented the financial report for June 2009. Vice Chairman Mahoney made a motion to accept the report, subject to audit, seconded by Commissioner Barnico. Motion passed unanimously. 3. Chairman's Report - Chairman Vitale reported on the following: . The restructuring of the Mass Aeronautics Commission . The potential for sign advertising on the East Side parking lot fencing . Manufacturing site interest from Terra Fugo Corporation (developer of the Terra Fugo Auto/Aircraft) . Infield grass cutting and baling interest by Mr. Dave Wedgeon . Completion of the airport security fencing repair/replacement project and activation of keypad access pedestrian gates . His discussion with FAA and Bob Munroe (Assistant City Solicitor for the City) regarding Exclusive Rights at airports 4. Presentations: . Jacobs Engineering - Dave Graham updated the commission on the Airport Layout Plan Update (ALPU), RW 16-34 Crack Repair Project, Taxiway "F" Reconstruction Project, and RW 16 obstruction certification survey. . John Duval, Director of Operations, Planning, and Development - Mr. Duval read his letter of findings regarding the aircraft tracking PAS SUR system. Commissioner White made a motion to accept Mr. Duval's recommendation not to obtain the system, seconded by Commissioner Barnico. Motion passed unanimously. B. OLD BUSINESS 1. Subcommittee Reports: . Property/Legal/Finance Subcommittee -Vice Chairman Mahoney discussed the old RW 2/20 area on the East Side (can be used to build hangars) and a needed meeting to discuss the proposed Angier Ames lease. He also handed out copies ofF AA Advisory Circular 150/5190-6 relating to Exclusive Rights. . Noise Abatement Subcommittee - Vice Chairman Mahoney talked about the visit he and Commissioner Nelson had with Danvers resident Bill Cianfrocca. . Facility Maintenance and Web site Management Subcommittee - No report . Public Relations Subcommittee - Commissioner Tosi talked about the Disaster Drill and the various positive reactions. He also informed the commission on a discussion held with Mr. John Goglia regarding marketing the airport and that Mr. Goglia's group may use BVY as a marketing model with little or no cost to the airport. . Environmental Issues Subcommittee (& NSCC Aviation Program Update) - No report . Airport Safety & Security Subcommittee - No report . Operations Coordinator - See John Duval's comments under "Presentations" C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, one (1) noise complaint, East Side pedestrian gate keypad access, RW 16-34 Crack Repair Project, Taxiway "F" Reconstruction Project (Economic Stimulus Project), "Furry Vengeance" movie, Tom Ford lease, new tractor delivery, ALPU meeting, Angier Ames and Roma Ventures II hangar development update, airport maintenance, and reduced staff status. D. NEW BUSINESS: Chairman Vitale asked for a roll call vote to enter Executive Session in order to consider the value and purchase of real property. All commissioners voted Yea. Yea-6, Nay-O. TENANT COMMENTS: . Civil Air Patrol- Dan Parsons reported the C.AP. has 35 members. Mr. Parsons also said the WWII dance will be held on Friday, September 18, 2009 or Saturday, September 19, 2009. The C.AP. will also get their proposed lease signed at the Wing level. . Charlene Chase provided additional information on the "Furry Vengeance" movie. F. COMMISSION COMMENTS: None G.
