Wesley Slate, Jr., Maureen Troubetaris, Timothy Flaherty Councilor Donald Martin was absent Pledge of Allegiance to the Flag: Led by Councilor Hobin #119 Call for special Meeting Communications from His Honor the Mayor: #120 July 27,2009 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable Council: Recently we announced the receipt of a $2.5 million grant from the State for improvements along the water's edge of city-owned property located near the Beverly Salem bridge. This grant was the result of extensive effort by myself and others and we are optimistic that a further $1 million can be obtained from the State next year. The improvements will focus on the seawall and apron at the city-operated recreational marina location. In order to perform these improvements during the winter season so as to have the recreational marina reopened in time for the 2010 boating season, it will be necessary to remove what is known as the "brown building" at the water's edge. Our plan is to offer the building for sale on the basis that the buyer will remove the building from the site by a certain date. If there are no buyers we will then proceed to demolish the building. By this letter I hereby request that you declare the building surplus at this time so that we may proceed in a timely fashion with the necessary improvements. Very truly yours, William F. Scanlon, Jr., Mayor Refer to Finance and Property 8/4/2009 Special Meeting Page 2 of 4 #121 July 27,2009 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable Council: I am pleased to advise you that David Gelineau, our Purchasing Director, has succeeded in negotiating a 5 year contract with MetroPCS, a corporation which wishes to install cell phone antennae on our water tower, at a much higher rate than that proposed by MetroPCS. The contract is for five years with 3 five year extensions, totaling twenty years. Attached is David's letter and a schedule showing the MetroPCS proposal as well as the agreed schedule. Whereas Metro's proposal was $1,250 per month with a 30/0 annual escalator, the agreed amount is $1975 per month with a 30/0 escalator. The total dollars to be received over twenty years is $636,827.90 vs. $403,055.60, a 580/0 increase. MetroPCS is ready to pull a building permit as soon as you approve this agreement. The revenue stream would then begin in a matter of weeks. Very truly yours, William F. These properties are currently owned by We Care About Homes, Ltd. which plans to transfer ownership to Harborlight Community Partners, a subsidiary of the First Baptist Church in Beverly.
