That need could derive from either the ratification of union contracts requiring a transfer from the Reserve for Unforeseen and/or the need for a vote on the Inclusionary Zoning Ordinance changes being discussed tonight. Both issues could be handled at the same meeting if they materialize. The first date possible for such a meeting would be June 29. I would ask that the meeting not be held before June 30 because of a conflict. If the meeting were to be held on July 1 or later that timing would not present any problem as to legality. Thank you. Page 3 of5 Dear Honorable Council, As you know, the City Council and Mayor formed a PILOT/SILOT Committee in June, 2008. The Committee has been meeting monthly since September, 2008, and has recently announced its first partnership agreement with The Children's Communication Center/Beverly School for the Deaf. We are close to reaching agreements with other key not-for-profit institutions and anticipate more announcements to come in the upcoming weeks. The Committee's initial focus has been to meet and work with the top six not-for-profit institutions, which represent over 550/0 of the value of non-city owned tax exempt property. However, there are over 75 other tax exempt properties comprising the remaining 450/0 of tax exempt property. Since the Committee is unable to meet with all 75 institutions, we will be conducting a mailing which will request a donation to one of four community projects. The project areas were chosen after the committee met with department heads and created a list of current outstanding needs and ongoing projects with the community. A draft of this mailing is attached. In order for the City to receive donations for these projects, Finance Director John Dunn has advised that a new revenue account be established for each project. The City Council must approve these new revenue accounts. The projects and associated revenue accounts are: · Emergency Services · Parks and Recreation · Briscoe Commons · Beverly Bookmobile The PILOT/SILOT Committee respectfully requests the City Council's approval of these new revenue accounts.
