Si2n Aooroval 1. 407 Cabot Street - New York Fried Chicken - Grant Gao. 259 Quincy Avenue. Quincy. MA 02169 Grant Gao of Excel Signs states that the sign will have internally illuminated channel letters (28 inches in height for the largest letters), lit with LED lighting. He adds that the blue background will be aluminum and will not be illuminated. He states that he spoke with Steve Frederickson about the square footage allowed and was told that his sign could be up to 80 square feet. Newhall states that the zoning does not specify letter height for this type of sign. Gao states that he will not have a sign on the marquis at the front of the property. The members express concern about the large letters. Newhall believes that the only way this place will be seen is if the sign is large and she likes the fact that the blue background will be illuminated. Gao states that this sign is consistent with other signs used for this store. Newhall asks Gao if her client is willing to use smaller letters. Gao states that his client will not be in favor of having a smaller sign. Brusca: Motion to approve the sign design as presented, seconded by Newhall. Passes 4-0. 2. 194 Cabot Street - Your Best Life - Steve Kennedy. 9 Madison Avenue. Danvers. MA 01923 Steve Kennedy states that the sign colors are gold, orange, and red, the sign will not be illuminated, and it is constructed ofPVC. DRB March 5, 2009 Page 2 of 4 Newhall states that the sign is too large for zoning: zoning allows 7 square feet and this sign is 8 square feet. She adds that the DRB will only approve the design and Steve Frederickson will check the size for compliance. Kennedy states that the other sign will go inside the window. Newhall: Motion to approve the sign design as presented, seconded by McGowan. Passes 4-0. Site Plan Review 3. 145 Conant Street - Beverly Retirement Community - Harvest Development. LLC. c/o Glovsky & Glovsky LLC. 8 Washin2ton Street. Beverly. MA 01915 Miranda Gooding, Esq., of Glovsky and Glovsky, introduces the project. Architect Dan Roach describes the design stating that the exterior is brick and hardy board in earth tones to be consistent with the area. He adds that each suite will have access to the outside so there will be a lot of visual variation due to the balconies and patios. He says that the height of the trees around the perimeter of the property will be about lO-feet tall at maturity. Finch states that the elevation is massive and bordering on monotonous. Roach explains that there are a lot of rooflines, balconies and architectural details that help to break up the monotony. The members review the lighting plan. Roach states that the intention for the lighting is to have the site be safe but not over lit. Owens McCullough states that proposed lighting will not bleed onto the neighbors' properties. The members review the landscape plan. Finch suggests they mix in some conifers near Conant Street. Roach states that the cottages will use the same color palette as the large buildings. Finch suggests mixing the colors of the cottages to create visual diversity. Roach states that he can pick a range of colors for the cottages within the same earth tone palette. He adds that the windows on the cottages will be similar to those in the main building, despite what is being shown on the elevation plans. The members agree that the design is good and will support approval with recommendations. 4. 1 Water Street - Black Cow Restaurant - Joseph A. Leone. c/o Black Cow Restaurant. P.O. Box 2490. South Hamilton. MA 01982 Tina Cassidy, Director of Planning, provides a summary of the status of this project. She states that the City has been looking for a restaurant use on this parcel, and the City issued an RFP and Joe Leone responded. DRB March 5, 2009 Page 3 of 4 Cassidy explains that the City has been working with Mr. Leone through the approval process, and they have filed for a Chapter 91 license. She adds that the City has received grant funding for the restoration of the pier and seawall. She says that the Planning Board will begin their public hearing on March 1 ih. Engineer Rich Williams, with Hayes Engineering, states that the proposed building will be located on the site of the old McDonald's building. He explains that there will be parking in front and on the sides of the building, on the parcel currently used by the Beverly Harbormaster and near the Anchor Restaurant, for a total of 144 spaces (only 123 spaces are required). Newhall asks if there will be signage on these extra spaces letting restaurant visitors know they are allowed to park there. Cassidy states that Coastal Zone Management requires that 6 spaces must be assigned for Designated Port Authority (DP A) use only, and 6 spaces on the harbormaster site will be for recreational uses, but all other space will be available to anyone, some may have meters. Finch asks about the marina user needs for parking. Cassidy says they will be instructed to park at the harbormaster site or under the bridge, which will not be metered. Finch asks if the lot near the Anchor Pub is necessary for them to accommodate all of the parking requirements, and Williams states that this lot will not be needed to meet the zoning requirements; it will only be used for spill-over parking. Williams states that the landscaping on the site is pavement, pavers and concrete decking for the wharf, and the landscaped area will have landscaping stone with shrubs Guniper, gold mound spirita, and rhododendron). Newhall asks if the pavers will be permeable. Williams states that the have not proposed them as pervious. He adds that there will be a drainage system with storm scepters, and permeable pavers would need additional maintenance. Newhall asks if there will be any lighting along that walkway. Williams shows the lighting design and states that there is a possibility that there will be access lighting. Newhall states that, should the project team decide to install accent lighting along the landscaped walkway, the Board would like to see the fixtures prior to installation. Williams states that the parking lot lighting poles are 15 feet high. Newhall shows the Board members a picture of the fixtures. Brusca confirms that these fixtures are not down lights. Williams reviews the plan, with four 15-foot polls and building mounted lighting. DRB March 5, 2009 Page 4 of 4 Cassidy confirms that the City will be responsible for repairing the pier and the seawall. Newhall asks if there will be fencing around the site. Williams states that there is existing fencing on Kinzie's site; no additional fencing is planned. Cassidy states that there will be parking right up to the fence; there won't be room for landscaping between the cars and the fence. She adds that Hayes is working on traffic information for the Parking and Traffic Commission meeting next Wednesday. Architect Sandra Venus, with DTA, states that the design will be similar to the Newburyport Black Cow. She states that there is a lot of glass on the water side and punched out windows on the street side; all mechanical equipment will be housed inside the attic and will not be viewed from the bridge. She adds that the dumpster will be inside. She describes the interior plan. Newhall asks about the colors. Venus states that the colors will be muted earth tones. She adds that the siding would be wood clapboard, and there will be asphalt shingles on the roof. McGowan asks about the full height of the building, and Venus states that the height will be 39'6" above the street grade. Cassidy states that she will check on that because the zoning restricts that height to 35' and they have been looking at this. Newhall asks if the project team should return with their color samples, and the members agree that they should return because the design is not final. Newhall agrees to write a review of the Board's suggestions and thoughts so they will have them before the Planning Board meeting. McGowan asks where the sign will be. Venus states that it will be on the building. McGowan states that it is an attractive building. Cassidy reviews the additional information that will be provided to the Board.
