2002-10-21BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING OCTOBER 21, 2002 PRESENT: Commissioners Barnico, Duval, Mahoney, Nelson, Simpson, Tognazzi, Trask, Vitale, and White ABSENT: Commissioner Lydon PUBLIC: Rob Valliere, Victor Capozzi, Lou Muggeo, Arthur Allen, Ken Lewis, Ken Robinson, Craig Schuster, Paul Sutton, Mark Fortier, and Meredith Fine A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00PM. 1. Presentation: · Edwards & Kelcey Update – Craig Schuster told the commission of the upcoming annual 5-year CIP review with M.A.C. and FAA. · Weston & Sampson – Paul Sutton updated the commission on the Gurnard site status e.g. building demolished and slab was removed, there was evidence of contamination on a couple of spots that a RAM is being prepared. The remediation is going through the public involvement process. December sounds reasonable for completion of public involvement and RAM. · Airport Security – Arthur Allen, Mass Aeronautics Commissioner, briefed the commission on future funds that will be available for Massachusetts airport security projects (3%, 20%, and 100% state funded). · Transponder Landing System – Commissioner Simpson provided information on the system and its viability at BVY. Further investigation being done regarding FAA “509” study and funding sources. 2. Reading of the Minutes for September 2002 – Chairman Vitale called for a reading of the minutes from the September meeting. Commissioner Trask made a motion to accept the minutes, seconded by Commissioner Mahoney. Motion passed unanimously. 3. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Vice Chairman White gave the financial report for September 2002. Commissioner Duval made a motion to accept the financial report subject to audit, seconded by Commissioner Nelson. OLD BUSINESS: Sub-Committee Reports · Property/Legal/Finance Subcommittee – Commissioner Mahoney informed the commission on the status of the proposed new Hangar #4 lease with Jim Bildner. Commissioner Mahoney had received Bildner comments on the draft lease and would be scheduling a meeting with the lease sub-committee to discuss them. · Public Relations Subcommittee – Commissioner Simpson updated the commission on the promotional piece to market airport industrial parcels. · Aviation Day – Commissioner Trask updated the commission on the proposed Aviation Day in September 2003. · Facilities and Maintenance Subcommittee – Commissioner Tognazzi updated the commission on tenant inspections and fuel can procurement (tiedown customers would put contaminated fuel in the cans). C. NEW BUSINESS: · Bellafatto Electric – Bellafatto sublet of 400+/- S.F. of Hangar #4 discussed. Commissioner Duval made a motion that the commission give permission to G.A.S. to rent the space to Bellafatto contingent on them producing a sublease in writing to the sublease committee that is acceptable to the sublease committee, seconded by Commissioner Tognazzi. Motion passed unanimously. · Release of Airport Industrial Parcels – The release for sale/lease of airport industrial parcels was discussed. Commissioner Barnico made a motion that the airport commission request Beverly City Council to release three (3) airport industrial parcels for sale or long term lease by the Beverly Airport Commission, seconded by Commissioner Duval. Motion passed unanimously. D. AIRPORT MANAGER’S REPORT: Airport Manager Mezzetti gave an abbreviated report to the commission. 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING OCTOBER 21, 2002 E. CHAIRMAN’S REPORT: Chairman Vitale reported that New England Flyers had paid their deferred rent. Chairman Vitale reminded the commission of the Chairman and Vice Chairman December elections. Chairman Vitale asked Airport Manager Mezzetti to ask Commissioner Lydon to set up the Commissioners Christmas dinner. Chairman Vitale announced his resignation from the Beverly Airport Commission. F. COMMISSION COMMENTS: Commissioner Duval and others thanked Chairman Vitale for his service to the Beverly Airport Commission. Commissioner Trask informed the commission of an upcoming informational meeting he and Commissioner Nelson will soon have with Danvers officials. Commissioner Trask passed out the proposed outline. G. ADJOURNMENT: Motion to adjourn made by Commissioner Trask, seconded by Commissioner Nelson. Motion passed unanimously. 3
