Si2n Approval 1. 715 Hale Street - Beverly Farms Motors - Daniel Done2an. 714 Hale Street. Beverly. MA 01915 Daniel Donegan states that this sign will be to the right of Sotheby' s, and would match that sign in color and design. He adds that it will be lit with overhanging lights. Bruce states that he should use a non-spot light and match the external lighting used by the adjacent businesses. McGowan: Motion to approve the sign design, seconded by Newhall. Passes 3-0. Beverly Main Streets Facade Improvement Pro2ram A New Leaf/Cassis - 261 and 263 Cabot Street - Demetrios Hillios - 263 Cabot Street. Beverly. MA 01915 Newhall states that this project is part of the Beverly Main Streets Fa<;ade Improvement Program. Demetrios Hillios states that there will be awnings along the entire storefront and the ones on the outer ends will not have any text. He adds that the letters on the wall signs above the awnings will be internally illuminated. William Finch arrives. DRB December 4, 2008 Page 2 of 4 Bruce states that this is a big improvement, and McGowan and Finch agree. McGowan: Motion to approve, seconded by Newhall. Passes 4-0. Site Plan Approval 3. CVS Pharmacy - Rantoul Street and Elliot Street - Mark Glovsky. ESQ - 8 Washin2ton Street. Beverly MA 01915 Attorney Mark Glovsky states that they learned much during the informal meeting last month and they have enhanced the design in response to comments from the Board. Robert Kuhn, Architect, states that the major change in the design involves lowering the window height, but maintaining the herringbone brick design below the windows. He adds that they added pilasters across the side and back elevations. Considering an ornamental metal trellis on the fa<;ade near the drive-thru, Kuhn states that they will have to design it rather than purchase a pre-made trellis. He presents two samples of brick color and states that they will use a natural grayish mortar. Glovsky states that they have added more detail to the landscaping plan, and they will use pear trees and will try to maximize the size of the trees. He says that the light poles will be pedestrian friendly. He says that the iron fence will provide a pleasant screen to the parking lot. Newhall states that Gin Wallace, Executive Director of Beverly Main Streets, provided comments, and she distributes her comments. Newhall questions whether the windows will be opaque or if you could see into the store through them. Kuhn states that they will not be opaque. Kuhn states that the window trim could be in a medium bronze rather than the bright red. Finch asks about using forest or hunter green and Kuhn agrees to look into it. The Board members agree that the red window trim color is unacceptable. Bruce asks about the trellis on the side elevation. Kuhn states that he looked on-line all day for metal and didn't find any thing so they will have to have something designed. Board members suggest contacting Cassidy Brothers in Rowley and possibly contacting the Montserrat College of Art. Newhall asks about he overhead rolled door at the loading area. Kuhn states that the loading area will not be a typical, 4-foot high dock with large door, it will only be a regular-sized door and deliveries will be lowered from the trucks and wheeled into the store. DRB December 4, 2008 Page 3 of 4 Bruce states that she would like to see a tree other than Bradford Pears and Chanticleer Pears, and instead have some Honey Locus or Ginkgo Trees. Finch suggests having columnar evergreens along the side elevation. The members consider the suggestion from Main Streets regarding planting fully mature trees. Bruce states that if one-third to one-half of the trees planted could be lO-feet tall the site would look settled. Glovsky confirms that the message is to have more diversity, fewer pear, and larger caliper. Kuhn states that he does not yet have a lighting plan, but all lights will be aimed downward and inward and there will be no spillage onto neighboring properties. Newhall states that a City standard will be set for period lighting and that will apply to the perimeter lighting. Kuhn states that CVS will apply separately for the sign approval. Newhall states that the freestanding sign does not appear to conform to zoning due to the building setback from the street and they would most-likely need to get a variance. Newhall asks about trash receptacles and whether CVS will have one near the entrance, of if the trash receptacle at the corner ofRantoul and Elliott Streets will be the only one on-site. Kuhn states that there will be two trash barrels outside the store. Newhall requests that the applicant remove the trash receptacle from the sitting area on the corner of the lot. Regarding the corner, Kuhn states that they will leave that in the bituminous state for the possible future roadway improvements. Finch suggests they place another window on the front corner of the building, facing Rantoul Street. Kuhn agrees to place one there if there are no structural cross braces at that corner. Project Manager Christopher Iannuzzi states that Main Streets suggested that they have a painted sidewalk for pedestrians. McGowan states that he still has a problem with the loading area. Iannuzzi states that the CVS truck will be there once a week and will stay for approximately 45 minutes, and the other vendors will use the front door. McGowan states that this area looks to be very congested. Iannuzzi states that the truck would not impede traffic flow coming in from Rantoul Street, but it would impede the drive-through, which could remain closed during that time. Much discussion ensues regarding this issue. DRB December 4, 2008 Page 4 of 4 Finch asks if the yellow stucco could be slightly darker, and Kuhn says he could look into that and he would also need to change the beige stucco accents to make them darker. Newhall states that she would like to see dark brown mulch, not red, in the landscaping areas. She confirms that the poles in the parking lot will be a maximum of 18 feet tall. Newhall says that she will compile the findings of this meeting in a letter and submit it to the Planning Board. Other Business Li2htin2 Policy Bruce states that she would like to add further specifications about "Night Sky". She cites an example of Bar Harbor, ME. She adds that she would also like to look at more efficient fixtures. McGowan states that the 30-minute off time for the motion sensor lights is too long and it could be 10-15 minutes, and Bruce agrees. Approval of Minutes - November 6. 2008 Meetin2 McGowan: Motion to approve the minutes, seconded by Finch. Passes 3-0. Voting members are McGowan, Finch, and Newhall. Newhall : Motion to adjourn, seconded by Bruce. Passes 4-0. The meeting is adjourned at 7:45 PM.
