2008-09-08 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING SEPTEMBER 8, 2008 LOCATION: Beverly Airport AdministrationlMaintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Forgione, Lydon, Mahoney, Nelson, Tosi, Vitale, and White ABSENT: Commissioners Dettorre, Freyer, and Tognazzi PUBLIC: Dave Graham, Richard Chase, Charlene Chase, Joe Gibbons, Bill Kossowan, and Tom Lyons A. CALL TO ORDER Chairman Vitale called the meeting to order at 7: 00 PM. 1. Reading of the Minutes for August 2008 - Chairman Vitale called for a reading of the minutes from the August meeting. Commissioner Lydon made a motion to accept the minutes, seconded by Commissioner Tosi. Motion passed unanimously. 2. Reading of the Financial Report - Commissioner White presented the financial report for August 2008. Vice Chairman Mahoney made a motion to accept both, subject to audit, seconded by Commissioner Lydon. Motion passed unanimously. 3. Chairman's Report - Chairman Vitale updated the commission: . Motion - Chairman Vitale discussed the need for the purchase of a 12' plow for the airport's front end loader. Commissioner White made a motion to allocate $8,000 for the purchase, seconded by Commissioner Barnico. Motion passed unanimously. . Tree Cutting (Ongoing) . Tom Ford Mini-Storage development status . Meeting with Mayor Scanlon on September 16, 2008 regarding Senior Housing Development . Information packet mailed to Donna Witte regarding the Kelleher parcel sale . Phil Boyer of AOP A is retiring . Motion - Chairman Vitale discussed the need for a Right-of-Way easement to access the 2.75-acre non-aviation use parcel in back of the AdminlMaint building. Vice Chairman Mahoney made a motion to grant a Right-of-Way easement, seconded by Commissioner Barnico. Motion - Chairman Vitale needed a motion to allow him to sign FAA and M.A.C. grant assurances. Commissioner White made a motion to allow Chairman Vitale to sign grant assurances, seconded by Commissioner Barnico. Motion passed unanimously. 4. Presentations: . Jacobs, Edwards & Kelcey - Dave Graham provided an update on the FFY09 RW 16-34 Crack Repair Project and an update on the RW 16 V AR surface. B. OLD BUSINESS 1. Subcommittee Reports: . Property/Legal/Finance Subcommittee -Vice Chairman Mahoney updated the commission on the status of the former NxAero building. . Noise Abatement Subcommittee - Vice Chairman Mahoney updated the commission on recent responses to noise complaints and how the "800' before turning" instruction is now affecting others, and that, so far, there have been no repeat complaints from Choate Farm or Cedar Street. . Facility Maintenance and Web site Management Subcommittee - Commissioner Forgione reported that the overall results of the recent facility inspections were excellent; he also reported that Dana Axelrod would like the airport to trim branches that are hanging over fencing beside his premises and the aircraft parked in back of Hangar #47 is unsightly. Commissioner Forgione also informed the commission of the latest changes to the airport's website. . Public Relations Subcommittee - Commissioner Nelson reported she will, in the near future, provide information for an airport update presentation to Danvers Selectmen; she also said the subcommittee will move forward with airport brochures. . Environmental Issues Subcommittee (& NSCC Aviation Program Update)- Commissioner Barnico reported that the NSCC Aviation Program enrollment was at 40 students and that there were 112 corporate arrivals at BVY in July 2008. . Airport Safety & Security Subcommittee - Chairman Vitale updated the commission on an Airport Safety meeting held on 8/27/08. AIRPORT MANAGER'S REPORT - Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, August noise complaints, NxAero status, Connolly flagpole, firefighter familiarization tour, update of the Airport Security Plan, upcoming 2008 FAA Airports Conference, the status of off-airport parcels, and airport maintenance. D. NEW BUSINESS: None E. COMMISSION COMMENTS: Commissioner Lydon reported he cannot attend the October 2008 BAC meeting; he will be on vacation. F. ADJOURNMENT Motion to adjourn made by Commissioner Lydon, seconded by Commissioner Forgione. Motion passed unanimously at 9: 04 PM. 3
