Guest S eaker - David Lan Conservati Ex ert - Discussion of Water Resources T LSP and Ground Water Maxner introduces David Lang and states that questions as he presents. Ide presentation and is willing to answer Lang states that in 1985, the Mayor in office at e time, Jack Monahan, asked his advice on what could be done to better protect Wenham Lake. Lang suggested instituting a drinking water overlay protection Ordinance. He chaired the Wenham Lake Advisory Committee beginning in 1987. His talk provided an overview of the Beverly water supply which recieves 60 to 65% of its draw from the . h River. A large part of the Lake's watershed is impacted by what happens in C areas around Longham Reservoir. He explains the connection between L d Wenham Lake is a large pipe that travels below the golf courses in Wenha chemicals used for purifying the water, and some of the unwanted by- micals, which include neutralizing the acid from oak leaf deposition, and removal of floc ants. He explains that chlorination results in disinfection byproducts, trihalomethanes being the majority of them. He explains that the current acceptable level of this byproduct is 80 parts per billion, and this has been a problem with higher concentrations in the past. He also explains that the floc was dumped into wetlands adjacent their water treatment works in North Beverly and the SBWSB was cited by the Commission for this activity. He cites the Gibbs gas station has not been in compliance with DEP ground water standards and leaked gasoline. Gibbs installed monitoring wells on the shore of Wenham Lake which contained gasoline constituents. He states that in his opinion, gas stations are not a proper land use for watershed lands as most UST' s leak and always pose a hazard to groundwater. Open Space Meeting June 4, 2008 Page 2 of3 Lang continues through his slide presentation showing various locations throughout the City within watershed areas and talks about water supply contamination in other parts of the country. He suggested that the Watershed Overlay Ordinance be updated to better address drainage and runoff from North Beverly reaches of the watershed, and it should re-incorporate Enon Street into the district. Lang suggests the members become active in Partnerships for Safe Water, and raise awareness about fertilizer and pesticide use. He describes the annual water quality report, and reads the summary, which states that the Salem/Beverly water supply has a high susceptibility rating which is a function of how developed the watershed is. He recommends implementing all of the recommendations in the SalemlBeverly water quality report. He also recommends that the SBSWB meet during the evening hours to allow more citizen participation in Board meetings. He also suggests adding Enon Street to the watershed overlay district in the Open Space and Recreation Plan. Voting members are Buchsbaum, Beaudoin, Coffey, Dunne, and McCrory. Old Business The Opell Space and Recreation Plan - Update Newhall states that she has reviewed all of the members' surveys and compared the ratings. She is still waiting on Bill Squibb's evaluation. She adds that the plan is not completely done, and that she is working on the maintenance schedule. The Open Space and Recreation Plan - Implementation Buchsbaum asks the members their thoughts on the plan implementations. Kampersal suggests making the water board more accessible, or invite them to an OSRC meeting. Maxner states that Anthony Kline has declined an invitation. Buchsbaum suggests they invite another member of the Board who may be willing to talk to the OSRC, possibly Alan Taubert. Open Space Meeting June 4, 2008 Page 3 of3 Discussion ensues regarding updating the Watershed Overlay District. Buchsbaum advises that the Committee's mission is to acquire and protect open space and not necessarily re-write Ordinances for the City. Maxner says that it is important that the Open Space Committee stick to its mission of protecting open space. OSRD Updates Beaver Pond Road: Kampersal states that she drafted a letter that she sent out by email. Buchsbaum suggests that the members review her letter at home to Kampersal by July 8. Maxner states that the City Council passed the amendments to OS included maintaining the 100-Foot Buffer around primary conserva Ri2hts ofWav & CR's YMCA: Buchsbaum states that he met with members of the Finance & Property subcommittee of the Council and they discussed the latest plan submitted by the YMCA and discussed options for accepting the plan and adopting the OSR mendations. He adds that Cassidy suggested fining them for having the berm in ng an annual fee to allow it to stay in place. The F & P Committee will take up t again in September to make a final decision to recommend to the full Council. C rs to write an article about this issue, and Buchsbaum suggests waiting until September. Kiosk Installation Buchsbaum makes positive comments about the article in the paper. Kampersal states that the kiosks are in her garage and they are all together. Coffey states that they should replace the ones at Ryal Side. T rs discuss other locations that need kiosks. provide an overview of the field trip to the Beverly School for the za. Other Busines Buchsbaum reminds members that the OSRC will not be meeting in August and the next meeting will be September 3,2008 at 7:00 p.m. He reminds members to think about nominations for officer elections for that meeting.
