Agreement to consolidate Building and Grounds maintenance functions under the city Department of Public Services, with the intent to improve efficiency and the level of service provided, outlined as follows: Building and Grounds custodians will report to the DPS. The Building and Grounds budget shall remain in the school department under the control of the school committee. DPS will hire a manager whose primary responsibility will be the school buildings and custodians. Refer to Finance and Property #164 Beverly City Council 191 Cabot St. Beverly, MA 01915 Dear Honorable Council: As we approach the end of Fiscal 2008, we may have an opportunity to transfer unused appropriations from departments with surpluses to other areas that might had deficits, particularly Snow and Ice. While I don't have an estimate of the amounts that might be available, any excess funds that could be applied to the Snow and Ice deficit would reduce the amount that must be raised on the tax recap from Free Cash in November. On the chance that we may want to make this recommendation to the Council, would you please schedule a Public Hearing for July 7, 2008 on the subject of Interdepartmental transfers. I will provide you with more detailed information regarding such by the middle of next week. Very truly yours, John P.
