The meeting was called to order at 7:00 p.m. The BHMA achieved a quorum at 7:45
p.m. with the arrive of Miranda Gooding.
Discussion on Remediation Monev
Mr. Neuman updated the Authority on the remediation money for two properties on Park
Avenue that are built on stilts and never got licensed. He explained the process and noted
that the remediation is due because they cannot provide public access. The remediation
totals $28,000 payable to the Harbor Management Authority over three years.
U odate on Edelstein/Dzanowicz
Mr. Neuman explained that he met with Roy Gelineau on September Iih and various
options were discussed. The first option is to let the boat stay have them sign a waiver to
hold the city harmless. He noted that documentation on the vessel beam is needed.
Mr. Bochynski explained that there is a 10-15 day period given by the city solicitor in
which to act and it is his understanding that the clock is ticking. He also noted that there
is no action required on his part.
Miranda Gooding suggested that the BHMA check with the city solicitor on the 11th day.
Mr. Neuman noted that both Mr. Edelstien and Mr. Dzanowicz returned the leases with
reservations.
A discussion was held on the history of the tenants and their slips. Mr. Neuman noted
that the slip goes with the person and not the boat. Mr. Neuman noted things that should
be looked at in accepting a boat. He noted that it should clear the marina and noted that
the Manager has the authority on what goes into the marina based on safety
considerations.

Mr. Neuman also noted that the fee structure should be in the rules and a double berth
should be a double fee. He also suggested that it should be clarified that if you buy a boat
you do not automatically get a slip noting that the slip goes with a person and a specific
vessel and if someone buys a new vessel it is ok as long as it meets size requirements.
Aooroval of Minutes
The minutes of the BHMA meeting held on September 4,2007 were presented for
approval. Maureen Troubetaris moved to approve the minutes of the September 4,2007
meeting, seconded by Miranda Gooding. The motion was approved.
Status of the Black Cow
Miranda Gooding reviewed information that she received on the status of the Black Cow
project. It was noted that licensing is the challenge with the Black Cow project.
Port Marine
Mr. Neuman reported that a meeting was held with Councillor Gooding, Tina Cassidy
and himself as well as the new building commissioner. He reported that since the new
Building Commissioner needs to familiarize himself with the process and procedures
they will reconvene next week.
Sylvan Menendez reported that they have hot topped and lined the parking area right to
the water.

Mr. Neuman reported that $28,000 is needed for additional testing and Seaport has
agreed to provide $25,000.
Potential Harbor Mana2ement Authoritv Members
A discussion of possible candidates interested in serving on the Harbor Management
Authority. Members will contact people to see if they are interested and names will be
suggested to the Mayor.
Winter Rates for Pleasure Boaters
Mr. Bochynski stated that the rates need to be set for the winter for pleasure boaters, and
suggested a 10% increase from $41.00 to $45.00. Mr. Ward noted that although the rates
should go up the conditions of the facility don't warrant it.
Mr. Ward stated that he has no problem with a 10% increase.

Mr. Menendez moved to increase the winter rate for pleasure boaters to $45.00 per square
foot, seconded by Mr. Ward. The motion carried.
Facilities Committee Meetin2
Mr. Bochynski reported that they have re-Iamped the pier and all of the lights are
working. He also noted that new mooring blocks are in place.
Mr. Bochynski reported that damage was done by a subcontractor for the coast guard. He
noted that he was not present when it happened but he checked the area at low tide to see
if there was any further damage. He explained that he feels that restitution has been
made and no further action is needed. Mr. Ward and Mr. Raymond will take a look at the
area at low tide.
Mr. Bochynski informed the Authority that he will be away from October 5-15, 2007

Miranda Gooding offered to talk with John Dunn about the handling of mail, billing,
collection of fees, posting of meetings, notification of meetings and distribution of
agendas and minutes.
Mr. Bochynski stated that payments to the BMHA need to be tracked. He also noted that
payments for electrical and ice need to be tracked.
