2007-12-06 City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: December 6, 2007 Place: Beverly Depot Restaurant Board members present: Mark Casey, Gary Lambert, Bill Lowd, Jack O'Neil, Patty Adams, Mike Ralbovsky, Jan Jefgood, Jeff Rubin Board members absent: Brian Chirco Others present: Recreation Director Bruce Doig, Assistant Director Joscelyn Ruelle-Kersker, several invited guests Meeting called to order at 6:30PM. Mark introduced the invited guests. Minutes: The 11/1/07 meeting minutes were accepted unanimously (6-0). Communications/Correspondence: Mark talked to Mark Peterson who said that Chief Ray was willing to meet with the commission this spring to discuss the dog issue. Also, the police will be looking to have adults working this summer as additional enforcement instead of the younger students used last year. Mark sent the letter from the commission to Paul Guanci and the City Council but has not heard anything from Paul regarding the letter. It was supposed to be received and placed on file in November. Director's Report: Bruce discussed the following items during his report - UPCOMING EVENTS: North Pole Calling - December 18-20th, 5:30-7:30PM - Recreation Department Offices Beverly's New Year - December 31st - Bev Rec staff sponsoring another event at the GAR Hall INNOCENTI PARK / MCPHERSON YOUTH CENTER: The paving was completed the last week in November. Windover Development donated lighting for the outside areas ("'$50,000 savings). The softball field has been delayed and will not be ready in time for the spring season. Current estimates are that it will not be available until June or July at the earliest. LYNCH PARK: Concession Stand - Bruce met with David Gelineau to discuss the new bids. We may purchase the equipment from Dick Williams with the idea of running the concessions stand ourselves in the future. LYNCH PARK ADVISORY COMMITTEE / LYNCH PARK CARRIAGE HOUSE: LPAC is moving ahead to begin fundraising for carriage house. Several new members have joined the group. The GBA is trying to get the city to approve a new "lease" for them to continue using the carriage house for meetings, shows, classes, etc. This will require a meeting with Mayor Scanlon to iron out details for GBA use of the building within the parameters of usage defined by the Recreation Department. PLAYGROUND EQUIPMENT UPDATES / ADA ISSUES: Lynch Park Swings - Lynch Trustees have agreed to fund the installation of the new swings. Bruce is still waiting for the vendor to come over to check out the site and give an estimate for installation. Bessie Baker (5-12 structure) - Bruce toured the site with two vendors. Waiting for estimates for new equipment. Cove Playground (2-5 & 5-12 structures) - Bruce toured the site with two vendors. Waiting for estimates for new equipment. Obear Park - Fence has been installed along embankment - $3230 for 170 feet of 4' black vinyl fencing. The money for this project is available from several donations earmarked for Obear improvements. Beverly Parks & Recreation Commission - Public Meeting Minutes (continued) Dix Park - Gate at bottom of stairs has been insta//edfor $640 - Money in Friends account from initial installation. DOG PARK SUBCOMMITTEE: The initial meeting was held on November 19th at the Senior Center, attended by Bruce, Joscelyn, Brian, Jack, and Mike. The group discussed several issues around getting this project started. Bruce met with Margaret Neves from National Grid on 11/21 to tour the site and discuss some of the issues identified as concerns by National Grid (parking, hours, regulations, insurance, maintenance, etc). Bruce sent a summary of where the project stands to Mayor Scanlon, Roy Gelineau, Chief Ray, Jim Lindley and Mike Collins. Joscelyn will be scheduling another meeting soon. Director's Report - 2007 Wrap Up: Bruce reviewed the highlights of 2007 with the commission. Assistant Director's Report: Joscelyn discussed her 2007 Wrap Up report with the commission.
