1999-04-04 City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: April 4, 1999 Place: Beverly Public Library Board members present: Bruce Doig, Elizabeth Caputo, Albert W. Churchill, Jr., Jane Lyman, Arthur Powell and Lauren Young Board members absent: Ivy Mahan, David Gardner, Kevin Hobin, Others present: Joan Fairbank, Recreation Director, Mari Matt, Tom Scully, Michael Papamechail, City Councilor Virginia McGlynn Discussion · Mr. Papamechail described the project for Lynch for a wall and shrubbery at base of hill along driveway upto the barn. Recommends eliminating the stairs. Needs okay to order materials. Mr. Powell asked about the seawall. He was told that the project has been turned over to Frank Killilea. Joan asked about Bartlett Gardens basketball court paving. Mr. Papamechail has made arrangements to have it sealed and crack filled. Backboards are also part of the grant and some areas of new grass. Project deadline is the end of June. · Lauren asked about Dane St Beach Bathhouse. She is working on getting a donation of shrubs. · Mrs. McGlynn asked about the maintenance of the Common, she has heard that the City has an arrangement with Monsterrat College to upkeep the area. She would rather see the City maintain the Common. Meeting was called to order Minutes of previous meeting were accepted as written. OLD BUSINESS · Mrs. McGlynn was present to discuss signage policy. Presently policy reads that signs may be put up on a temporary basis but must be removed at end of each game or activity. Mrs. McGlynn apologized for not consulting the Commission before approval was given to the softball group made their request to the City Council. She was present at the meeting to discuss the ordinance that is being written and ask for the Commission's input. · Amy Cyr, Animal Control Officer was present to discuss ordinances regulating dogs in parks, etc. Two laws are still on the books. Have been enforcing law under "dog ordinances" (No dogs allowed Memorial Day -Labor Day 9am - 8 pm) rather than new ordinance: " No Dogs Memorial Day - Labor Day". A recommendation needs to be made to the City Council on which ordinance to keep and which to repeal. · Discussed site at Lynch for the new pre-school equipment. Set priorities for other equipment · 1) Lynch Park - pre school equipment · 2) Livingstone · 3) Cahill (as soon as $10,000 is available from Maplewood) · 4) Dix Park Mr. Scully suggested a list for the Mayor in order of priority with all details. Motion was made to proceed with Priority # 1 at this time. Motion seconded and carried with all in favor. Commission minutes 4/1/99 Page 2 Joan distributed copies of preliminary budget. Reviewed some of the changes. After discussion, some figures were changed. Motion was made to accept budget with these changes. Motion carried with all in favor. Meeting adjourned.
