2007-03-13 JOINT CONSOLIDATION COMMITTEE OF THE CITY COUNCIL AND THE SCHOOL COMMITTEE Meeting Minutes March 13, 2007, 7:00 p.m. Beverly City Hall PRESENT: Timothy Flaherty, William Coughlin, Miranda Gooding, Paul Manzo, Maria Decker Kathy Griffin was also present. Discussion of Technology Consolidation After discussion, the committee agreed to postpone a decision regarding the Technology consolidation pending a decision about whether to recommend the maintenance and grounds consolidation. Discussion of Maintenance and Grounds Consolidation Tim Flaherty presented the committee with an outline of a proposed organization for consolidating the school and city maintenance department. Under this proposal, a new "foreman" position would be created in Public Services which would be responsible solely for school building maintenance, and a new crew member position reporting to that foreman would be created. Tim anticipates that these positions would be filled by Chris Rand and the school's existing staff maintenance worker [Glenn _?] respectively. The school grounds functions would be managed through the city's parks and forestry foreman. Kathy Griffin presented a summary of certain factors that the committee should consider in evaluating a buildings and grounds consolidation. The committee discussed the proposal for consolidation and evaluated the extent to which the proposal would accomplish the committee's objectives of 1) reducing annual costs, 2) eliminating redundant services and equipment, 3) providing improved services, 4) assuring accountability for school functions, and 5) improving operating procedures. The committee agreed to invite Mike Collins to its next meeting in order to discuss this proposal in more detail. Respectfully submitted, Miranda Gooding April 2, 2007
