Joint Public Hearim!:: City Council Order #104 - Map Chan2e for 480-486 Rantoul Street The City Clerk reads the legal public hearing notice. Councilor Guanci invites Planning Board Chair Richard Dinkin to join the Council in front of the room. Dinkin steps up. Attorney Mark Glovsky who represents the applicant explains the application for rezoning a portion of Map 20 Parcel 107 from IG to CC zoning. He states that the property is at the site of the former Friendly's Restaurant. He adds that the owners of this parcel and the adjacent parcel wish to construct 3 buildings, 2 for retail and 1 as a mixed- use retail and office space. Councilor Toubetaris asks if it is only the small strip ofland along the RR tracks which is being rezoned. Glovsky: Yes. Mary Roderick of 14 Peabody Avenue asks if there is any plan for the development for the site. Glovsky states that there is a plan to construct 3 buildings on the property. Glovsky states that it was used until the 80's by a sheet metal company and then it was a mixed use property and a portion of the property was used for storage of vehicles. Councilor Troubetaris asks if the other side of the tracks will be industrially zoned. Glovsky states that the other side of the tracks will still be under IG zoning. Councilor Flaherty asks if the owner has any plans for the building. Mr. Serpa, the property owner, states that there has been a lot of interest in the building; a real estate company would like to use one of the buildings, and one of the front buildings might house a family restaurant, a bank, and a small drug store. Glovsky states that there are no wetlands on the property. Councilor Guanci closes the hearing. Flannery: Motion to close the Planning Board portion of the public hearing, seconded by Mack. All members and the Chair vote in favor. The motion passes 5-0. Dinkin states that a special meeting of the Planning Board will take place immediately after this in the adjacent conference room. Dinkin calls the special meeting to order. Harris states that he sees no issues with this application and he would like to vote on this Issue. Harris: Motion to send a recommendation to the City Council that the zoning change be approved, seconded by Flannery. All members and the Chair vote in favor. The motion passes 5-0. Glovsky asks if he can submit the site plans to the Planning Department and Zambernardi agrees to take the plans. Mack: Motion to adjourn, seconded by Flannery. All members and the Chair vote in favor. The motion passes 5-0. The meeting is adjourned at 7:30 p.m.
