Cassidy calls the meeting to order at 11 :35 a.m. and explains that the Commission will be
reviewing a site plan that is scheduled for a public hearing in June before the Planning
Board. The site plan calls for the construction of a new building on the former Kelly Infiniti
site at 369-399 Rantoul Street.
Belleview briefly explains the proposed site plan. N egrotti expresses concern about the
handicapped parking space proposed for the south side of the new building. The accessible
aisle next to it projects into the area labeled "delivery access". Gove states that the spaces
can be rearranged so that they do not project into this area of the site.
Cassidy asks about the "delivery access" aisle. It is only 16' in width which will not comply
with the City's zoning requirements. Belleview explains that they are not proposing to
construct a curb cut onto Roundy Street to use the aisle for deliveries at this time. They
want to preserve the ability to have delivery trucks that service the existing building on the
site use that area in the future. The basement of the existing building has a ramp that allows
vehicular access to the basement, and it is likely how deliveries will be made in the future.
Cassidy says that 18' aisle width is needed for one way traffic, and 24' for two way traffic.
The proposed 3' landscaping strip narrows the "delivery access" aisle to only 16'. Either that
will need to be widened to 18' or 24', or a variance granted by the Zoning Board of Appeals.
If the landscaping area can be removed, or the building relocated 2' westward, then an aisle
width sufficient for one way traffic could be achieved.
She suggests the current notation "delivery access" be modified or eliminated to make it
clear that it is not proposed or included in the site plan application currently pending before
the Planning Board.
Cassidy asks the members if there are any questions or other issues/ concerns with this filing.
Francis states that he has no issues with the proposal, and Hutchinson indicates the same.
N egrotti says his issue was the handicapped parking space and if that is reconfigured he is
satisfied with the plan.
Cassidy states that based on those comments, the letter of recommendation from the
Commission will indicate that the Commission recommends approval of the site plan,
subject to the following conditions:
(1) That the handicapped accessible parking space on the south side of the proposed
building be relocated such that no portion of any parking space or handicap access
aisle overhangs the area currently labeled as "delivery access"; and
(2) That the "delivery access" area on the east side of the building be relabeled to clearly
indicate that it is not being proposed as part of this site plan, or eliminate the label
entirely. At 16' wide, the aisle would be too narrow to meet the City's zoning
requirements for either one or two way traffic (18' and 24' respectively) unless a
variance was granted for same by the Board of Appeals.
