2007-05-02 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT: BOARD MEMBER ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: RECORDER: Open Space and Recreation Committee May 2, 2007 Robert Buchsbaum (Chairperson), Nancy Coffey, David Brewster, Elizabeth Dunne, Michael Ralbovsky Suzanne Beaudoin, Pam Kampersal, Bill Squib Amy Maxner, Kate Newhall Rene Mary, Marilyn McCrory Andrea Bray Buchsbaum calls the meeting to order at 7:30 p.m.. Report to City Council Buchsbaum asks for a volunteer to speak to the City Council Monday night May 7,2007 Council meeting as he has another engagement that he would like to attend. Dunne says that she will present the report to the City Council on Monday night and she will invite them to the Earth Day walks. Maxner agrees to accompany Dunne to be available if she is needed. Old Business Open Space Plan Kate Newhall states that she emailed the draft of the consolidated plan to the members. She distributes a summary of the plan and her to-do list. She says that she extracted all of the recommendations that were dispersed throughout the body of the document and wishes to compile them together at the end of the report. Buchsbaum suggests putting those in Sections 8 (Goals) and 9 (Actions), and states that they may already be there, but the members could review these sections for content. The members review the summary and compliment Newhall on her work. Newhall asks the members to provide her with a list of the references that they used so that she can note them in the text, as there were none provided in the 2001 Plan. Open Space Meeting May 2, 2007 Page 2 of 4 Dunne suggests using reference software such as "Endnote". She offers to use her software to enter the references if the members provide them to her. The members agree to enter their own references with MS Word software. Newhall suggests that the members review her draft and email any comments and suggestions to her. Buchsbaum reviews the to-do list and states that he will write the executive summary. Coffey offers to look for references for Section 3. Buchsbaum says that he will work on Section 4. Maxner will check the list ofDEP impaired water bodies. Newhall says that she removed the first part of Section 6 because it repeated much of what was said in Section 2. Dunne says she will add a paragraph to Section 6 stating that public meetings were held. Maxner agrees to expand the description in Section 7, part B. Buchsbaum says that they need a map of the Beverly coastline and possibly other maps. Newhall agrees to check into that with Roland Adams, GIS Cooridinator. Maxner states that Section 10 is the public input section, which will contain letters from the Mayor, City Council and other Boards. The members agree to use the term "Chapter" instead of "Section". Public Meeting Forum for Draft Plan Presentation Maxner says that the public hearing is scheduled for Wednesday, June 13, 2007, at the Beverly Library. The members discuss the format for the meeting. They agree to use a Powerpoint presentation and to post maps on the walls around the room. Newhall suggests using the tables in Sections 8 and 9 as a handout. Maxner suggests having food and refreshments at the meeting. She adds that this meeting could be continued to another meeting in order to allow the public time to digest all of the information in the plan and comment later. Open Space Meeting May 2, 2007 Page 3 of 4 Buchsbaum asks how early prior to the meeting this material must be available for public review. He suggests setting a deadline of June 1, 2007, for the draft Plan to be assembled. Dunne asks the Ward Reps to email the rationale for the priority parcels listed in Chapter 6, Part C. She agrees to complete the matrix for Chapter 5. U odates Rights of Way YMCA: Maxner states that she needs to follow up with Tina Cassidy on this as she was under the impression that the YMCA was going to submit a letter to the Council very shortly. Tall Tree: Maxner states that there are no updates. Pole Swamp: Coffey says that the deeds for Ben Williams' house on Valley Street contains no indication of a public right-of-way, but the easiest way to access Pole Swamp from that end is on Juniper Street, which is posted as a private road. Bonad Street, Sally Miligan Park: Buchsbaum states that he contacted the Realtor selling the vacant parcel and advised her that the OSRC is interested. Brackenbery Lane: Buchsbam states that there is nothing new on this at the moment. Newspaper Articles: Coffey states that she would like to write an article on rights of ways but not until the YMCA issue is resolved, but that she would like to write one for the Phillips Estate, and will try to have it ready prior to the wildflower walk on the 19th. 89 Boyles Street, National Grid Substation: Maxner States that she has not heard from her contact at National Grid, but will give her some more time as she just returned from maternity leave. CR for AMG: Buchsbaum states that he has not had time to pursue this. Web Site: Because Beaudoin is absent this topic was continued to the next meeting's agenda. Tree Cutting Trail/Open Space Maps Open Space Meeting May 2, 2007 Page 4 of 4 Buchsbaum distributes the trail highlights that he completed for the review of the members and asks if there are any other descriptions of other parcels that need to be updated. The members review and approve the highlights and agree to review other parcel descriptions for needed updates. Ralbovsky arrives at 9:10 p.m. The committee now has a quorum. The members compliment Ralbovsky on his successful nature walk. Minutes: Aoril 4. 2007 Meetin2s Members review the minutes and make suggestions for changes. Coffey corrects the information about the tree cutting stating that it was not on the Phillips Estate, but on the Greenwood Avenue Parcel. Brewster moves to approve the minutes with the suggested amendments for the March 7, 2007 and April 4, 2007 meetings, seconded by Coffey. The motion is approved 5-0. Other Items of Note Dunne distributes Ben Hacker's "Bio" and explains his passion is recycling and he would like to purchase a recycling bin for the Dane Street Beach. He is raising money by recycling cans, and will speak to the City Council. Maxner agrees to write a letter of commendation for Ben. Marilyn McCrory describes "No Child Left Inside", a program to get kids away from computers and outside. She distributes a flier on the program, which is sponsored by the Massachusetts Department of Conservation and Recreation. Buchsbaum reviews the to-do list items: '" Newhall agrees to reserve the room at the library for the public meeting. '" Coffey will work on gathering references for Chapter 3 '" Dunne will process Chapter 5 and 6 '" Brewster will write the rationale for Ward 1 priority parcels. '" Maxner and Newhall will work on generating the maps with Roland Adams. '" Buchsbam will complete on the executive summary and Chapter 4 references. '" Maxner will contact Mike Collins about installing kiosks at Sally Milligan. Coffey motions to adjourn, seconded by Ralbovsky. All members vote in favor. The motion passes 5-0. The meeting is adjourned at 9:30 p.m.
