Mr. Finch calls the meeting of the Historic District Commission (HDC) to order.
He states that the Board is meeting tonight to review two Certificates of Appropriateness.
Mr. Finch welcomes Mr. Turcotte to the Commission
1. Certificate of Appropriateness - 45 Bartlett Street - Brian Austerman
Mr. Finch discloses that he is an abutter to an abutter. He states that he feels he can vote
impartially on the matter and he asks the applicant if he has any problems with Mr. Finch voting.
He states that if there is a problem, he will recuse himself. Mr. Austerman states he has no
problems with Mr. Finch voting on the matter.
Mr. Finch states that this is an application for a Certificate of Appropriateness to reframe and
rebuild the barn doors that face Cottage Lane. Mr. Austerman further describes the work he has
been doing. He states he will install trim and framing around the doors.
Mr. Finch asks if there are members of the public who would like to comment on the application.
There are none. Mr. Finch asks members for their comments and questions.
Commission members discuss the manner by which the trim could be installed and make
suggestions to Mr. Austerman. Mr. Austerman notes he will replace the clapboards on either
side of the new doors.
Mr. Austerman asks if he can go ahead and replace the doors on Front Street side of the barn.
Commission members discuss and recommend Mr. Austerman submit a new application for that
work.
Mr. Younger makes a motion to approve the Certificate of Appropriateness as presented.
Mr. Lewis seconds the motion. All members are in favor. Motion carries.
2. Certificate of Appropriateness - 41-43 Front Street - Duane Anderson. Gail
Fitz2erald. Justin Sullivan
Mr. Finch states that the applicants have filed a request for a Certificate of Appropriateness to
install a wood rail fence at the rear of the property and to install aluminum gutters and
downspouts on the front and rear of 41 Front Street. He notes that the applicants are not present.
He also notes there are no members of the public present wishing to comment on the application.
Ms. Zambernardi notes that the fence has already been installed. She states that Mr. Anderson
related to her that the fence was required for insurance purposes. She suggests that the gutters
and downspouts be painted to match the color of the buildings.
Mr. Finch states that the house is in need of gutters and downspouts. He notes that the
Commission cannot require that they be painted but that the Commission can make a suggestion
that they be painted to match the color of the house.
Mr. Condon motions to approve the request as submitted. Mr. Younger seconds the motion. All
members are in favor. The motion carries.
3. Approval of Minutes
Mr. Condon motions to approve the minutes of the May 30,2006 Executive Session and regular
meeting. Mr. Turcotte seconds the motion. All members are in favor. The motion carries.
Mr. Condon motions to adjourn the meeting. Mr. Younger seconds the motion. All members are
in favor. The motion carries.
