Planning and Construction Committee Minutes
January 17, 2007
A Meeting of the Planning and Construction Committee was held on
Wednesday, January 17, 2007 at 7:00 P.M. at the Beverly Public
Library, 32 Essex Street, Beverly, MA.
Members Present: Chairman Ray Bouchard, Rod Maxner, Cheryl
Sydorko, Bob Griffin, Tim Brennan, Maureen Hobin and Dan Skolski.
Others Present: Peter Seamans and Cheryl Lamont.
The Meeting was called to order at 7:00 P.M. by the Chairman, Mr.
Ray Bouchard.
Mr. Maxner made a motion to approve the minutes of October 17,
2006 as amended. Mr. Skolski seconded. All in favor. Motion
passes.
Mr. Seamans stated that he had nothing to report to the Commission
on the status of the City building projects.

Mr. Maxner made a motion to approve the invoices as presented.
Mr. Griffin seconded. All in favor. Motion passes.
Chairman Bouchard stated that the School Department has published
some educational specifications for the High School Project and that
copies were available from the web site.
Chairman Bouchard asked if all committee members have been
contacted by the Mayor about their interest in staying on the Building
Commission. The Building Commission is formed by charter and in
order to involve the general public in the process of selecting design
criteria of the High School, the Mayor will form another committee, of
which this committee will be part of. The Mayor will chair this new
committee, which will include school department personnel and city
council members. This new committee will be the forum for speaking
to issues from the community.
Mr. Seamans stated that he reminded the architect that this
committee is looking for proposals for repair/and to stop future
deterioration of the stained glass window at the Beverly Farms
Library. Mr. Seamans stated that this proposal should be in later this
month or early next month and that, in the meantime, the

Department of Public Services has sandwiched the stained glass
between two pieces of a lexan frame and is now no longer a risk.
Chairman Bouchard stated that he had a conversation with Jeff
regarding all outstanding issues that have not been addressed such
as water infiltration and the Certificate of Substantial Completion for
Lynch Park, which needs to be submitted, by Tappe and Associates.
Chairman Bouchard stated that getting a proposal to a Feasibility
Study for City Hall and Police Department roof problems with water
infiltration and has asked Gayle Associates to do this. The cost of
this will come from the Department of Public Services budget.
Chairman Bouchard stated that the Department of Public Services
would be erecting a stand alone wash down facility for their trucks
and equipment. The City has been sited for quite some time for not
having this type of facility.
Chairman Bouchard stated that the Mayor is negotiating a contract
with the Mt. Vernon Group as the architect for the High School. He
stated that the time line would be scheduled after coming to this
agreement and a contract with the project manager has not been
signed as yet.
Chairman Bouchard stated that the Beverly Golf and Tennis
Committee is not diligently pursuing taking this facility off the
national registry.
Mr. Maxner made a motion to adjourn this meeting at 7:26 P.M. Mrs.
Hobin seconded. All in favor. Motion passes.
