Planning and Construction Committee Minutes
October 18, 2006
A Meeting of the Planning and Construction Committee was held on Wednesday,
October 18, 2006 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly,
MA.
Members Present: Chairman Ray Bouchard, Cheryl Sydorko, Maureen Hobin, Rod
Maxner, Bob Griffin and Tim Brennan
Others Present: Peter Seamans and Cheryl Lamont.
The Meeting was called to order at 7:00 P.M. by the Chairman, Mr. Ray Bouchard.
Mr. Maxner made a motion to approve the minutes of September 20, 2006, as amended.
Mrs. Hobin seconded. All in favor. Motion passes.
Mr. Seamans presented his report to the Commission on the status of City building
projects.
Mr. Seamans stated that the drainpipe at the Beverly Farms Branch Library is all set and
remains the last issue for Pascucci. Mr. Seamans stated that he feels that the restoration
work can be done with the money left in the budget. He is waiting for Massachusetts
Historical approval for the mortar to make sure the building is airtight. Mr. Seamans
explained that in most of the building the bricks are two wyte thick, but in the section that
is leaking the bricks are only one weight thick making this section more permeable.
Chairman Bouchard thinks this will stop the leak for a short period of time, but will
require additional maintenance down the road.
Chairman Bouchard stated that there is an issue about the stained glass window at the
Library and because of this the side entrance is being used. Mr. Seamans stated that the
stained glass window over the door has a lot of movement in it. He has a price to fix the
window which does not include fixing the air lock problem. Mr. Seamans stated that this
window is beyond the scope of the contract renovations that Pascucci was hired to
perform. He then asked if this committee needed to decide if they were to assume the
responsibility for that window.

Mr. Griffin stated that since this project has an architect, the people who can solve this
problem and the money, he thinks that this project should be taken on. Mr. Seamans
stated that he has spoken to John Dunn and he has indicated that he has $95,000.00.
Chairman Bouchard stated that the repair to only the stained glass window would be
$3,000.00 and then additional charges would come from Pascucci and Tappe. Chairman
Bouchard feels that this needs to be taken care of since it presents as a safety issue.
Mr. Maxner made a motion to proceed, on the advice of John Dunn in having $94,793.00
dollars, in fixing the problem of the stained glass window at the Library for the long-
term. Mrs. Hobin seconded. All in favor. Motion passes.
Chairman Bouchard asked Mr. Seamans to proceed with the contractors to get this project
done as soon as possible.
Mr. Seamans stated that he had no invoices for payment this month.
Mr. Maxner made a motion to not hold the meeting scheduled for November 22, 2006
unless there is a call from the chair. Mr. Brennan seconded. All in favor. Motion passes.
Chairman Bouchard stated that the architect selection for the High School Project has
been narrowed down to five with interviews being held next week. Chairman Bouchard
stated that SMMA, Mt. Vernon Group and AI3 were the ones that he remembered
making the final list and that this contract couldn’t be signed until approval by MSBA.
Mr. Griffin asked if the AD-HOC committee would be dissolved after this selection.
Chairman Bouchard stated that the Planning and Construction Committee is responsible
for all design through construction, by order of the Charter, and was never authorized to
select the design group.
Chairman Bouchard stated that he contacted the Mayor about the OPM Contract and was
told it had not been signed and states that there are a lot of things that need to take place
before this project can move forward.
Mr. Maxner made a motion to adjourn the meeting at 7:32 P.M. The motion was
seconded by Mrs. Sydorko and carried unanimously.
