1997-10-16BEVERLY COMMISSION ON DISABILITIES MINUTES OF MEETING October 16, 1997 Beverly Public Library - Fogg Room Present: Elise Bernstein, Art Daignauit, Kevin Gallm~t, Norm Ganley, Tim Hoy, Bob Nelson and Steve Reynolds Absent: Patti Hoy I. ChiefFinnegan and Sift. Dennis Tarsook A. Both of them congratulated the Commission for their efforts, successes and the education of the community on disability issues. B. ChiefFinnegan suggested to the Commission to develop a strategy for HP violations: 1. Take pictures whenever possible 2. Warning ticket versus $100.00 fine 3. Warning ticket for those who park in the access aisle; if there is a second offense, then a $100.00 ticket would be given. 4. Placing a "tow zone" sign under the lIP sign. II. Reviewed and accepted the Agenda for the meeting. IIL Reviewed and accepted the Minutes of the 9/18/97 meeting. IV. Old Business A. City Hall Access Update 1. Received copies of a letter from the Massachusetts Office on Disability (MOD) to the City and fi'om Peter Seamans to Bruce Bruneau. 2. The unisex accessible bathroom on the first floor is almost completed. 3. The parking lot has been re-striped with a lIP space and an access aisle. Also, a curb cut is in place for wheelchair accessibility. 4. The ramp in front of City Hall is undergoing repairs to be in compliance. 5. Because of the recent improvements in City Hall becoming accessible, Steve R. wrote a letter to the City Council members, dated 10/6/97, to withdraw his concerns regarding the transfer of $18,000 in order to replace the air conditioners on the third floor of City Hall. B. HP Survey Update 1. The mailing of the letters and surveys is complete. 2. A new HP survey was reviewed and adjusted. 3. Surveys of Biolabs, West Beach and the Senior Center will be discussed at the next meeting. 4. Norm G. submitted summaries of site visits of the following properties: a. Harborlight Montessori b. Shore Country Day School c. Johnny Appleseed's C. HPP Update 1. Thank you to Patti & Tim H. for placing the new ad on Bev-TV regarding the $100.00 fine. 2. Members turned in the log sheets of HP violations to Keyin G. to be entered on the master file. D. Beverly Post Office Update 1. Members reviewed the blueprints of the ramp being constructed presently. E. Dunkin Donuts Update & New Bakery Issue at 1 West St., Beverly Farms 1. Reviewed letters from the Architectural Access Board (AAB) to Bert Glovsky (Cabot St. Dunkin Donuts) and Peter Baughn, Trustee (Beverly Farm,~ Bakery at 1 West St.). 2. Steve R. filed a complaint with the AAB regarding the 1 West St. Bakery. F. Update on Appointment/Term Expiration 1. Steve R. has asked the Mayor to re-appoint himself and Keyin Gallant to the Commission. G. Common Victualer's License 1. Elise B. was asked by the chair and has accepted the responsibility of working with City Counc~or Peter Gilmore on this issue. IV. New Business A. Bev-TV3 Videotaping Issue 1. Patti & Tim H. met with Jim Maroney of Bev-TV. They filmed a segment of patti & Tim (in his wheelchair) on Lotbrop St. trying to negotiate the frost heaves on the sidewalk and no curb cuts at the end of each sidewalk that makes it harder to travel. 2. Steve R. would like to send a copy of the film to both Mayor Scanlon and Phil Dtmklebarger, his challenger. V.
