2006-09-20 LPAC MINUTES, SEPTEMBER 20, 2006 Attending were Tom Clark, Joan Fairbank, Nancy Clark, Rich Benevento, Liz Caputo, Nick Zarkades, Bruce Doig, Ginny Currier and Bob Griffin. Since 2002 the Lynch Park Advisory Committee has had numerous members, but a dedicated core remains. It is this group which wishes to implement a new position for directly addressing the rehabilitation and construction needs of the Carriage House under the aegis of the city. The group wishes to move beyond an advisory capacity to enable it to do three things: enter into contracts, control fund-raising and raise volunteer labor as has been done in both the schools and fire departments. While various city departments work out of budgets from their own Enterprise Funds, the programs are elastic, and the current fund-raising process raises gray areas for LPAC which would be eliminated if this advisory panel were made an official subset of the Parks and Recreation Commission, which would in turn be able to negotiate contracts for further rehabilitation of the carriage house in particular and other projects as the need arises. Bob Griffin, as a member of the Building Commission, pointed out that under the city charter all work going out to bid must be approved by the commission; however ‘oddball’ jobs such as the paint job that Henry Swanson paid for to spruce up the North Beverly Fire Station don’t go out to bid and the agreement is informal. It was agreed to send a letter to Mayor Scanlon requesting a meeting with the City Council to forge a new set of capacities for the committee. The group agreed that it doesn’t wish to become a separate entity like the Golf & Tennis Commission but to remain under the Parks and Recreation Commission. It also wishes to have Recreation Director Bruce Doig in charge of the carriage house in its entirety, with the capacity to control usage of the building. It was also agreed that Nick would design a half-page ad for the winter Rec. Dept. bulletin for Maria’s, winner of Best Pizza in Beverly during David S. Lynch Day. Tom Clark awarded a plaque to Paul Lazarides of Maria’s and to Dick Williams of Dick & June’s at the September City Council session. ---
