2006-05-11 (2) City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: May 11, 2006 (7:00PM) Place: Beverly Public Library Board members present: Mark Casey, Bill Lowd, Jack O’Neil, Arthur Powell, Gary Lambert, Mike Gaudette, Kate Driscoll Board members absent: Patty Adams Others present: Recreation Director Bruce Doig ththnd Minutes from the April 6, April 13, and April 22, 2006 meetings were reviewed and approved unanimously. Correspondence: Mark distributed two letters written to the City Council and National Grid discussing the Dog Park Proposal and use of the National Grid Henderson Road property. DIRECTOR’s REPORT: Touch a Truck is scheduled for May 21, 2006 @ Cummings Center COONEY FIELD: New dugouts have been started by NS Tech HS. Work will continue for several weeks, especially with recent rain. One neighbor expressed concern about dugouts being used by teens at night. GAR HALL: The Trinity Bible Church has decided not to move forward with the lease agreement for the upstairs offices at the GAR Hall. Mayor Scanlon has already asked the City Council to declare the building surplus property. LYNCH PARK: The new skylight has been completed. The chimneys have been rebuilt. The roof is done and nothing leaked last week or this week!! There was a final inspection done today with Tappe. VETERANS’ MEMORIALS at ODELL PARK/ADA COMPLIANCE: NS Tech HS has replaced the wooden slats on the 5 benches with plastic material. The greatly reduced the cost and allowed the nice frames to be saved. DPW is planning to widen the walkway at Odell when they are installing curb cuts along Rantoul Street in a few months. BLL/HARRY BALL FIELD: The new stands still be installed when DPW can put in the concrete pad. More pavement and drainage was added around concession stand and on roadway back to rear field pressbox. Paving was donated again by Charlie Benevento. BEVERLY YOUTH COLLABORATION: There is still no word on the funding for the McPherson Center from the Massachusetts Supplemental Budget. VITALE SITE: NEPCO has seeded the fields. The plans for the concession stand are on hold pending Conservation Commission decisions about property. Still no new word on the Conservation Commission’s decision to swap the Vitale site for other city-owned properties. FIELD COMMITTEE: I have talked with several people about moving forward with plans for a new artificial turf field in Beverly. This group will probably begin meeting in the fall. PLAYGROUND EQUIPMENT UPDATES/ADA ISSUES: Ordered 270 yards (3 full trucks) of wood fiber today ($4500). When this is delivered to Lynch Park, the DPW folks will begin moving it to the necessary locations. Dane Street Beach: Mike Bouchard of DPW is not sure when this project will be completed. It is unclear at this time when the staging area at Dane Street will be vacated and repaired. Parks and Recreation Commission Minutes – May 11, 2006 (Continued) DOG PARK PROPOSAL UPDATE: st Mark and I presented proposal to City Council on May 1 and met with Legal Affairs Committee last night. There were several people in attendance and several issues were discussed. Enterprise Fund – Continues to look very good month for revenues this spring. Still waiting to receive transfer from Community Development ($8000) and $6000 from Little League for concession stand. City Budget – Bruce is meeting with Mayor Scanlon on Monday, 6/15, to discuss budget requests. Gazebo @ Dane Street Beach – Chase Clements is still interested. He will get back to us with status when he gets out of school, probably at our July meeting. Miranda Gooding – We will split playground staff between Bartlett Gardens (M,W) and Gillis Park (T, F) this summer. Thursdays will be special events at Lynch each week.
