2006-05-30 Public Meeting Minutes - Beverly Historic District Commission May 30, 2006 Page 1 Historic District Commission Special Meeting Executive Session Date: May 30, 2006 Members Present: William Finch, James Younger, Matthew Lewis John Condon Members Absent: John Frates Others Present: Leah Zambernardi, Robert Munroe Recorder: Leah Zambernardi Mr. Finch calls the special meeting of the Historic District Commission (HDC) to order. He states that the Board is meeting tonight to enter an Executive Session meeting related to pending litigation with 61 and 63 Front Street. The Board takes a roll call vote to Enter Executive Session. Members present are William Finch, James Younger, Matthew Lewis and John Condon. Finch states that the Commission intends to reconvene the regular meeting after the conclusion of the Executive Session to discuss some new business. Assistant City Solicitor Robert Munroe updates the Board on actions he has taken since the Board last met in April 2006. He states that he sent correspondence to the condominium owners in February stating the Commission's response to their proposal for a compromise. He states that the Papagelis have agreed to the compromise solution and that she is seeking quotes for the work. She just seeks time to complete the work. He states that the Commission's specifications for the Kaddaras' windows were lost in translation when he sent out his correspondence. Specifically, the requirement that the window openings be reduced to match the openings that existed before the work was done was not included in the correspondence. The Kaddaras' attorney have stated they will agree to replace the windows with the alternative windows specified in the compromise but that they wish to keep the current openings. Mr. Munroe is here tonight to ask members if they would agree to this compromise. Discussion ensues regarding whether or not to require that the window dimensions be reduced to match what was existing prior to the work being done. The Commission unanimously decides to advise Munroe to allow the Kaddaras to use the current openings. The Commission takes a roll call vote to leave Executive Session.
