2006-11-14 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING NOVEMBER 14, 2006 LOCATION: Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dettorre, Duval, Freyer, Lydon, Mahoney, Nelson, Vitale, and White ABSENT: Commissioners Forgione and Tognazzi PUBLIC: Richard Chase, Steve Castle, Tony Bettencourt, Jim Baker, and Dave Graham ________________________________________________________________________ A. CALL TO ORDER Chairman Vitale called the meeting to order at 7:00 PM. 1. Reading of the Minutes for October 2006 – Chairman Vitale called for a reading of the minutes from the October meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Dettorre. Motion passed unanimously. 2. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Commissioner White presented the financial report for October 2006. Commissioner Duval made a motion to accept the financial report subject to audit, seconded by Commissioner Freyer. Motion passed unanimously. Amendment: October 11, 2006 Financial Report Minutes amended to reflect there was no financial report for September 2006. 3. Chairman’s Report – Chairman Vitale updated the commission on the following: ?? East Side parking lot and ramp lighting ?? Issuance of latest “Letter from the Chairman” ?? Received updates from “Ace” Chase on Hangar #4 rehabilitation ?? Steve Castle of NxAero is looking for a second aircraft for its air taxi business ?? Reported that the Atlantic Flyer newspaper will publish BVY information and that they would routinely provide extra complimentary copies to the BAC ?? Assigned L. P. Henderson Road (East Side) and McCullock Road (West Side) name change project to Commissioner Forgione 4. Presentations: ?? Edwards & Kelcey – Dave Graham updated the commission on the RW 34 project, GQS obstruction survey at the end of RW 16, and the need to establish a CIP date with FAA and M.A.C. to go over projects/project changes. B. OLD BUSINESS 1. Subcommittee Reports: ?? Property/Legal/Finance Subcommittee – Vice Chairman Mahoney updated the commission on the self-service fuel facility and the approvals of the A B Aviation Addendum and the Cat Aviation Lease. ?? Public Relations Subcommittee – Commissioner Nelson reported that work would commence after the holidays on a Beverly Municipal Airport brochure. ?? Facility Maintenance Subcommittee – Chairman Vitale reported on behalf of Commissioner Forgione on the results of the airport clean-up day. ?? Hangar Development/Off-Airport Obstructions – Commissioner Dettorre reported on West Side hangar development concepts and access issues. To help, E&K said they would check with FAA. Commissioner Dettorre also reported on the cost estimate of Pierre Erhard of $4,080 to remove off-airport trees in the GQS approach. Commissioner Lydon made a motion to accept the tree arborist’s proposal and estimate, seconded by Commissioner Dettorre. Motion passed unanimously. ?? AIRPORT MANAGER’S REPORT Airport Manager Mezzetti updated the commission on the traffic count, RW 34 Extension Project, East Side parking and aircraft ramp lighting, A B Aviation Addendum approval, Cat Aviation lease approval, hangar development interest, MALS baffle, proposed FAA lease consolidation, and wildlife management. D. NEW BUSINESS None E. COMMISSION COMMENTS ?? Commissioner Freyer reported the positive cooperation he had from BVY-based helicopters. ?? Commissioner Barnico updated the commission on the effect of a new DEP 200’ setback from Airport Brook. ?? Commissioner White inquired on where he might find airport latitude and longitude information. F. ADJOURNMENT Motion to adjourn made by Commissioner Lydon, seconded by Commissioner Dettorre.
