2006/07/10 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING JULY 10, 2006 LOCATION: Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Duval, Forgione, Lydon, Mahoney, Nelson, Vitale, and White ABSENT: Commissioners Dettorre and Tognazzi PUBLIC: Craig Schuster, Dave Graham, Jim Baker, Chris Peatridge, Tony Bettencourt, Angier Ames, Ken Robinson, Rich Mello, Bob Mitnik, and Steve Castle ________________________________________________________________________ A. CALL TO ORDER Chairman Vitale called the meeting to order at 7:00 PM. 1. Reading of the Minutes for June 2006 – Chairman Vitale called for a reading of the minutes from the June meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Duval. Motion passed unanimously. 2. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Commissioner White presented the financial report for June 2006. Commissioner Duval made a motion to accept the financial report subject to audit, seconded by Commissioner Barnico. Motion passed unanimously. 3. Chairman’s Report – ??Chairman Vitale reported on union concerns regarding a start date for RW 34 Extension construction. ??Chairman Vitale reported on the meeting with Lt. Governor Healey. ??Chairman Vitale reported on his meeting with Mayor Scanlon. ??Chairman Vitale reported on his and Airport Manager’s interviews with the newspapers. ??Chairman Vitale reported on his meeting with M.A.C. Commissioner Bill Nutt. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING JULY 10, 2006 ??Chairman Vitale reported on his conversation with Tom Ford regarding mini-storage and the former Vitale site. ??Chairman Vitale reported that the Mayor might be available for the August BAC meeting to discuss the six-acre “Nike Road” non- aviation use parcel. ??Chairman Vitale reported on his conversation with the new manager of the Cherry Hill industrial park and his willingness to work with the airport. ??Chairman Vitale reported that the departure of Gardner Trask left a vacancy in the Public Relations Subcommittee. 4. Presentations: Dave Graham (E&K) talked about a FAA Notice of Proposed Rule Making that would merge TERPS with Part 77 surfaces. Dave will make arrangements for a stationary transit survey of tree penetrations. Craig Schuster (E&K) updated the commission on the RW 34 Extension project. B. OLD BUSINESS 1. Subcommittee Reports: ?? Property/Legal/Finance Subcommittee – Vice Chairman Mahoney reported on the non-aviation use RFP bid opening results and that the RFP Evaluation Subcommittee is expected to comprise of Tina Cassidy, John Dunn, and himself. ?? Public Relations Subcommittee – No report ?? Facility Maintenance Subcommittee – Commissioner Forgione reported on the recent facility inspections. ?? Hangar Development Subcommittee – Ken Robinson, President of North Atlantic Air, reported that there was a desire from abutting neighbors to block the glare from the MALS lights; he also reported that an engineer (Peter Ogren) would help identify tree obstructions. ?? AIRPORT MANAGER’S REPORT Airport Manager Mezzetti updated the commission on the traffic count, landing fee revenue, State Aviation Caucus information, M.A.C. grant assurances, FAA NPRM, Hangar #4 ads, airport parcel RFP, airport security pilot program, airport maintenance, FAA Part 77 acceptance of rotating beacon, annual report to Mayor, parking lot lights, newspaper interviews, and airport escrow account. D. NEW BUSINESS ?? Comments – Airport Rules & Regulations and Minimum Standards E. COMMISSION COMMENTS ?? Commissioner Duval suggested the BAC do a final review of the proposed new Airport Rules & Regulations and Fixed Base Minimum Standards. ?? Commissioner Barnico inquired on the status of the G.A.S. escrow account. ?? Commissioner White inquired on the status of the Hangar #4 aircraft. ?? Vice Chairman Mahoney recommended that inspecting Coastal Pool’s chemical storage be a priority. ?? Commissioner Nelson suggested that the Danvers public meeting on the RW 34 Extension construction project be held in abeyance until some firm dates and activity schedules become available. ?? Commissioner Barnico discussed politicians and FAA regarding funding of projects. Commissioner Barnico also discussed the North Shore Community College Aviation Science Program. F. ADJOURNMENT Motion to adjourn made by Commissioner Barnico, seconded by Commissioner White. Motion passed unanimously. Meeting adjourned at 9:50PM. 3
