2006-06-12 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING JUNE 12, 2006 LOCATION: Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Duval, Forgione, Mahoney, Trask, Vitale, and White ABSENT: Commissioners Dettorre, Lydon, Nelson, and Tognazzi PUBLIC: Jim Baker, Ray Igou, Rich Mello, Steve Castle, Martin Cutler, Stephanie Jones, Tony Bettencourt, Craig Schuster, and Dave Graham ________________________________________________________________________ A. CALL TO ORDER Chairman Vitale called the meeting to order at 7:00 PM. 1. Reading of the Minutes for May 2006 – Chairman Vitale called for a reading of the minutes from the May meeting. Commissioner Trask made a motion to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed unanimously. 2. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Commissioner White presented the financial report for May 2006. Commissioner Trask made a motion to accept the financial report subject to audit, seconded by Commissioner Barnico. Motion passed unanimously. 3. Chairman’s Report – ??Chairman Vitale reported he talked with the Mayor regarding the 6- acre airport parcel adjacent to Nike Road and that the Mayor might be available to meet with the BAC in July. ??The Airport Parcel RFP bid opening date has been changed to 6/26/06 at 2:00PM. ??NxAero LLC has purchased Columbia Air’s Air Taxi Certificate. ??City electrician, Bill Ambrifi, is trying to locate new electrical light poles for the East Side parking lot and ramp. ??Updated BAC on the Danvers June Selectman’s meeting attended by the Chairman and Airport Manager. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING JUNE 12, 2006 ??Discussed off-airport tree removal efforts at the end of RW16. 4. Presentations: Craig Schuster of Edwards & Kelcey updated the BAC on the RW34 Extension Project. B. OLD BUSINESS 1. Subcommittee Reports: ?? Property/Legal/Finance Subcommittee – Vice Chairman Mahoney updated the commission on the Danvers jet fuel tax meeting and West Side infield line-of-sight results. ?? Public Relations Subcommittee – Commissioner Trask discussed the airport’s Good Neighbor Policy and that the Town of Danvers requested a BAC vote accepting the policy. Motion by Commissioner Trask to accept the Beverly Airport Good Neighbor Policy, but change #11 to read, “Beverly Airport Commission will maintain a standing committee consisting of two (2) commission members from Danvers and a Beverly Airport Commissioner. Their responsibility will be to meet neighbors and officials on a regular schedule regarding the concerns of airport neighbors and general updates of airport activity.” Commissioner White seconded the motion. Motion passed unanimously. ?? The Danvers public meeting regarding the RW34 Extension Project is awaiting information from Town Manager Wayne Marquis. ?? Facility Maintenance Subcommittee – No report, however, the Airport Manager will soon schedule a facility inspection. ?? Hangar Development Subcommittee – No report ?? Airport Support Group – Ray Igou reported feedback from the public on FBO improvements was positive and that the North Shore Community College Aviation Program Director had resigned. Mr. Igou asked if, during the Collings Foundation bomber visit, it was permissible for a Coast Guard booth and car display. 2. Revisit BVY Primary Surface – Tabled until Commissioner Dettorre can be present for discussion. C. AIRPORT MANAGER’S REPORT 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING JUNE 12, 2006 Airport Manager Mezzetti updated the commission on the traffic count, landing fee revenue, results of the Danvers Town Meeting regarding jet fuel tax, State Aviation Caucus meeting, M.A.C. grant assurances, off-airport tree obstruction status, Hangar #4 ads, Pete Rogers’ T-hangars status, airport parcel RFP, RW34 pre-construction meeting, High Flight’s annual CPI, Collings Foundation, Aero Manufacturing construction notification requirement to FAA and M.A.C., and National Grid helicopter operation. D. NEW BUSINESS None E. COMMISSION COMMENTS ?? Commissioner Trask recommended the BAC send letters annually to town boards regarding permits for construction or alteration and airport height restrictions. ?? Commissioner Trask updated the BAC on the Danvers Family Festival dates and activities. ?? Commissioner Trask announced his resignation from the BAC due to his recent election as a Danvers Selectman. ?? Commissioner White questioned if the City’s airport parcel RFP was in violation of Chapter 90. ?? Commissioner Duval announced his new position with the Association of Airport Executives (AAAE) and how it may help BVY. F.
