Planning and Construction Committee Minutes
May 17, 2006
A Meeting of the Planning and Construction Committee was held on
Wednesday, May 17, 2006 at 7:00 P.M. at the Beverly Public Library,
32 Essex Street, Beverly, MA.
Members Present: Chairman Ray Bouchard, Rod Maxner, Cheryl
Sydorko, Bob Griffin and Tim Brennan.
Others Present: Peter Seamans and Cheryl Lamont.
The Meeting was called to order at 7:05 P.M. by the Chairman, Mr.
Ray Bouchard.
Mr. Maxner made a motion to approve the minutes of April 19, 2006
as presented. Mrs. Sydorko seconded. All in favor. Motion passes.
Mr. Seamans presented his report to the Commission on the status of
the school building projects.
Mr. Seamans stated that there was a five-year annual monitoring
requirement in the grant, for the wind turbine at the Centerville
School, that monthly reports are provided of the tower generation
and then each year receive one percent of the grant back.

Chairman Bouchard stated that Flansburg and Associates
recommended having a meeting with the Mayor regarding resolution
of the wind turbine. Chairman Bouchard attended this meeting. It
was suggested, at this meeting, they would design a proposal and
write specifications to move the turbine from the Centerville School
to Beverly High School. Mr. Seamans stated that he has asked John
Dunn to review the SBA reimbursement but that he believes that this
is over and above what SBA would like to give as a reimbursement as
he feels that this is separate from the audit. Chairman Bouchard
feels that this is incorrect as it came in as an alternate to the project
and even though it is being paid with separate funds, it is still part of
the project. Mr. Seamans stated that the audit would begin at 10:00

Mr. Seamans stated that he was given a description of MTC’s
evaluation of the leaks at the Beverly Farms Branch Library.
Chairman Bouchard stated that at the main Beverly Public Library
there have been some issues with water infiltration. Tappe
Associates and Peterson will be coming in to take a look and give a
report on their findings, as there seems to be water coming in from
the skylights and other areas. Mr. Brennan stated that the soapstone
was pulled down and reflashed about fifteen years ago.
Chairman Bouchard stated that Beverly Golf and Tennis is looking
into coming up with a list of absolute safety issues that will need to
be addressed. Chairman Bouchard stated that they took a vote and
asked the City, through John Dunn, to have this property taken off
the national register and only perform minimum safety issues.

Mr. Seamans presented the following invoices for approval.

3. Merrimack Education Center 0035837-IN 8,200.00
Mr. Maxner made a motion to approve the invoices as presented.
Mrs. Sydorko seconded. All in favor. Motion passes.
Mr. Maxner made a motion to adjourn the meeting at 7:17 P.M. The
motion was seconded by Mr. Brennan and carried unanimously.
