Planning and Construction Committee Minutes
April 20, 2005
A Meeting of the Planning and Construction Committee was held on
Wednesday, April 20, 2005 at 7:00 P.M. at the Beverly Public Library,
32 Essex Street, Beverly, MA.
Members Present: Chairman Ray Bouchard, Rod Maxner, Cheryl
Sydorko, Dan Skolski, Bob Griffin and Tim Brennan.
Others Present: Art Daignault, Ron Costa and Cheryl Lamont.
The Meeting was called to order at 7:00 P.M. by the Chairman, Mr.
Ray Bouchard.
Mr. Maxner made a motion to approve the minutes of March 23,
2005 as presented. Mr. Griffin seconded. All in favor. Motion
passes.
Chairman Bouchard stated that regarding AMG and the Centerville
School, along with the Surety Council, Lawyer and City Solicitor,
things are moving along, but slowly.
Chairman Bouchard stated that invoices were processed in advance
because of the hospitalization of Mr. Seamans.

Mr. Maxner made a motion to ratify the payment of the invoices. Mr.
Skolski seconded. All in favor. Motion passes.
Chairman Bouchard stated that all Flansburg Associate invoices have
been processed except one since the credit has yet to be issued by
Flansburg.
Chairman Bouchard referred to the Windmill Report for the
Centerville School. He stated that Mr. Seamans was asked to
research this project from the beginning and he is doing this.
Chairman Bouchard stated that the present location of the turbine is
not going to work. He stated that he thought it was supposed to
have a one-hundred foot mast and they installed a ninety-foot mast
instead and ten feet may make quite a difference. Relocating this
turbine may be an option. Chairman Bouchard would like to revisit
this topic when Mr. Seamans has completed his findings.

Chairman Bouchard stated that he has nothing to report on the Golf
and Tennis Club since he has yet to hear from the State.
Chairman Bouchard stated that the Beverly High School HVAC Project
is almost completed. The repair work on the failure is on-going and
they will be looking at everything.
Chairman Bouchard stated that the Lynch Park Roof Replacement
Project is now on hold. Nothing will be done until after Labor Day.
The whole project will have to be reconfigured as it is quite a bit over
budget. The bids will be reconfigured to have the roof as the base
bid and to have everything else as an alternate. Just putting the
balustrades around the roof will cost approximately seventy-five
thousand ($75,000.00) dollars and putting wood trim around the roof
will cost approximately eighty thousand ($80,000.00) dollars and the
roof itself is approximately ninety thousand ($90,000.00). There are
two chimneys to fix and the skylight needs to be replaced or
refurbished. Chairman Bouchard stated that the Trustees stated they
would guarantee payment of the debt service for twenty thousand
($20,000.00) per year for ten years. He may have more information
next week.
Chairman Bouchard stated that a lead lag system would be installed
for the boilers at Beverly High School and then the boilers will be fine
tuned for highest efficiency. This should be done while there is still a
load on the boilers and, if not, it will have to wait until fall.
Mr. Maxner asked if there was still talk about dual-fuel boilers for
Beverly High School. Chairman Bouchard stated that this is being
held in abeyance. This may be a blessing in disguise since the bills
came in as high as they did, over the appropriation, since the price of

oil skyrocketed. The savings that would have been contemplated
were just not there.
Chairman Bouchard stated that the appropriation for the Beverly High
School design has been pushed off until the hearing scheduled for

May 19. The mayor is asking for 3.6 million with a 2.6 million
appropriation and 1 million coming from surplus from the Centerville
School.
Mr. Maxner made a motion to adjourn the meeting at 7:24 P.M. The
motion was seconded by Mr. Skolski and carried unanimously.
