2004-03-17 (2) City of Beverly Planning and Construction Committee Minutes March 17, 2004 A Meeting of the Planning and Construction Committee was held on Wednesday, March 17, 2004 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Chairman Ray Bouchard, Rod Maxner, Cheryl Sydorko, Dan Skokski, Bob Griffin, Maureen Hobin and Tim Brennan. Others Present: Peter Seamans, Sam Bird, Ron Bouchard, Ron Costa, Bob Nelson and Cheryl Lamont. The Meeting was called to order at 7:00 P.M. by the Chairman, Mr. Ray Bouchard. Mr. Maxner made a motion to approve the minutes of February 18, 2004 as presented. Mr. Brennan seconded. All in favor. Motion passes. Mr. Seamans presented his report to the Commission on the status of the school building projects. Mr. Seamans reports that Mr. Bird has developed a Field Report on the status of the wind turbine at the Centerville School. Mr. Bird states that there is a setting on the controller of the turbine that is now set for ten seconds; it should be set for ten minutes. When the turbine drops below 50 rpm, for more than that ten- second period, the inverter kicks out and then goes back into a countdown cycle. Mr. Bird states that because that setting is so short it will then not produce electricity for the next three or four minutes. Mr. Bird states that KW Management will be down on Friday to install the new program and up the number of minutes to ten. Mr. Bird will continue to monitor this problem. Mr. Bird states that KW Management will get Bergey down to find the source of the harmonic vibration that is also happening with the turbine at certain wind speeds. Mr. Bird also states that there has also been a repeated fouling of the furling cable, which may be a bad swivel, or a bad cable that is also being looked into. Mr. Bird states that $31,000.00 is being requisitioned from the balance of $115,000.00 that is being held. Another $90,000.00 is being held for the cladding leaving a balance of $25,000.00. Mr. Bird’s recommendation would be to ignore the requisition and with the $56,000.00 owed to them, it would be a real motivator in getting the job completed. Chairman Bouchard stated that he feels that this recommendation should be sent back to them. Mr. Bird explains that if this job is complete and done well then the $90,000.00 can be released to them. Chairman Bouchard states that the newspaper announcement for bids have gone st out for the Beverly Farms Library furniture which are due back on March 31 th with a furniture delivery date by May 15. Mr. Seaman’s stated that they will not go over-budget on this project but they are intending to spend every last dollar. Mr. Seamans presented the following invoices for approval: 1. W. B. Mrs. Hobin seconded. All in favor. Motion passes. Planning and Construction Minutes – March 17, 2004 Page 3. Chairman Bouchard stated that SMMA, as part of their requirements, have reviewed all of the bids that were submitted on the Beverly High School Roof Project (which include roof/structural and Kel-wall renovations). There were nine (9) bids received which ranged from nine hundred fifty-seven thousand dollars ($957,000.00) to as high as one million four hundred nineteen thousand two hundred sixty-five dollars ($1,419,265.00). SMMA did a due diligence review as required on the three lowest bids. They were Massey Construction, New England Builders and Contractors and Trace Construction. They have submitted their documentation as well as construction references on the low bidder and had projects in Andover, Chelsea, Somerville and Brookline. Contacts have stated that the quality of their work is good; change orders were fair and largely due to perceived conditions and punch lists were small and complete. According to SMMA due diligence report, they see no reason not to award the bid to: Massey Construction 144 Stetson Avenue Swampscott, MA 01907 in the amount of nine hundred fifty-seven thousand dollars ($957,000.00). Chairman Bouchard stated that the Board would need to take a vote based on th the due diligence report from SMMA, dated March 9, to accept their recommendation, and in turn, pass that recommendation to the Mayor for his review and approval; and award the contract for the field house roof and panel replacement to Massey Construction at the above address in the total bid amount of nine hundred fifty-seven thousand dollars ($957,000.00). Once that is done, Chairman Bouchard will pass that along to the Mayor’s Office and the Purchasing Agent and all others in order to get the contract document ready for execution. Mr. Brennan made a motion to accept SMMA’s recommendation and to pass it on to the Mayor for his review and approval. Mr. Maxner seconded. All in favor. Motion passes. Mr. Ron Bouchard stated that the borings in the boiler room floor at Beverly High School would begin next week. Mr. Maxner made a motion to adjourn the meeting at 7:40 P.M. The motion was seconded by Mrs. Sydorko and carried unanimously.
