2004-05-19 City of Beverly Planning and Construction Committee Minutes May 19, 2004 A Meeting of the Planning and Construction Committee was held on Wednesday, May 19, 2004 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Chairman Ray Bouchard, Rod Maxner, Bob Griffin, Dan Skokski, Maureen Hobin and Tim Brennan. Others Present: Peter Seamans, Sam Bird, Bob Nelson, Ron Costa and Cheryl Lamont. The Meeting was called to order at 7:00 P.M. by the Chairman, Mr. Ray Bouchard. st Mr. Maxner made a motion to approve the minutes of the April 21 meeting as presented. Mr. Skokski seconded. All in favor. Motion passes. Mr. Seamans presented his report to the Commission on the status of the school building projects. Mr. Bird passed out a packet of information/correspondence that he received regarding the turbine progress at the Centerville School. Mr. Bergey has told Mr. Bird that the turbine should be checked for single phasing and have asked KW Management to check that out. Peter Hubner has been asked to try and chase the bugs out of the system. Mr. Bird stated that the last thing that was done to the turbine increased things greatly but one more ten-fold increase would mean that the turbine is working proficiently. Mr. Seamans stated that early in August 2003 they were aware of a problem but that it did not go up until November. Then in March programming was changed and that produced a ten-fold increase to ten percent of expectations. Chairman Bouchard stated that he understands that progress is being made but costs are also being incurred. Mr. Bird stated that the City is not being charged for his time. Mr. Seamans stated that the shop drawings have not arrived for the cladding at the Kindergarten entrance at the Centerville School and that Greenwood has made three attempts at this problem. Mr. Bird stated that he agrees with Mr. Seamans and that he recommends that this be put out to an outside entity at this point. Mr. Seamans stated that Peter Gaudreau has spoken with the dry wall installer, regarding the air infiltration of the plenum above the North end of the cafeteria at the Centerville School, who claims this work has been completed. The specifications called for a vapor barrier so that breezes should not be coming in from an outside wall. Chairman Bouchard stated that this was not done and no one noticed it. Mr. Seamans stated that this would be an awkward area to fix but that it can be done. Mr. Griffin asks if the skylights are leaking at the Beverly Farms Library and Mr. Seamans states that leaking is eminent. Chairman Bouchard stated that Tappe Associates are trying to get a price from the contractor on this issue. Chairman Bouchard stated that the new estimate for the walkway at the Beverly Farms Branch Library, that was forty-eight thousand dollars ($48,000.00), is now more likely to be sixty-eight thousand dollars ($68,000.00). Chairman Bouchard stated that the Engineering Department is presently looking for a cost estimate for the underground storage tanks at the Beverly Fire Department. These would be replaced with two interior tanks. This walkway has been donated and a condition of the donation is that these underground tanks be removed. Mr. Seamans stated that they are still waiting for the completion of documentation for the Boiler Replacement Project and the final fifteen thousand ($15,00.00) to Helfrich Brothers. Chairman Bouchard stated that the estimate for the removal of the tanks at Beverly High School will be in the vicinity of sixty thousand dollars ($60,000.00) st and will take place on June 21. Mr. Seamans stated that the Beverly High School roof has to be completed by August 23, 2004 and that Massey Construction has been given this information. Chairman Bouchard thought that Flansburg and Associates were instructed to have dual-fired burners in every school that would fire with gas but the burners could be fired both ways. Mr. Brennan stated that they were all supposed to be dual-fired burners and that he was very adamant about this type of installation. Chairman Bouchard stated that there seems to be some confusion with this and he has asked Mr. Bird to verify this information. The Mayor has submitted a long- range plan to convert to oil but there is a report out that states some of the schools were installed with dual-fired burners but others were not. The two middle schools are already on oil and there remain questions regarding the status of these two middle schools. Chairman Bouchard stated that the Beverly Farms Library was issued a Certificate of Occupancy on April 12, 2004. Mr. Seamans presented the following invoices for approval: 1. Thomas Brothers Furniture 5404 50.00 **Board members felt that this item should be omitted from the list of invoices since this was a call for service, on warranty, for light fixtures buzzing. This invoice was not approved for payment. Mr. Maxner made a motion to pay the invoices as presented, except for payment to Escoa. Mr. Skokski seconded. All in favor. Motion passes. Mr. Maxner made a motion to adjourn this meeting at 7:45 P.M. The Motion was seconded by Mrs. Hobin and carried unanimously.
