2005-05-18 City of Beverly Planning and Construction Committee Minutes May 18, 2005 A Meeting of the Planning and Construction Committee was held on Wednesday, May 18, 2005 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Rod Maxner, Bob Griffin, Maureen Hobin and Cheryl Sydorko. Others Present: Peter Seamans and Cheryl Lamont. The Meeting was called to order at 7:00 P.M. by the Vice-Chairman, Mrs. Maureen Hobin. Mr. Maxner made a motion to approve the minutes of the April 20, 2005 meeting as presented. Mrs. Sydorko seconded. All in favor. Motion passes. Mr. Seamans presented his report to the Commission on the status of the school building projects. The wind turbine at the Centerville School continues to be a problem. If it stays at the present location, it will produce one hundred KW a month. To relocate it at the top of the hill, where it was originally planned to go, would be a major operation, as a road would have to be made as well as excavating a trench for the cable and laying concrete for the base pad. If permission was given to reinstall the wind turbine in this location, a lot of work would need to be done at the City’s expense. Mr. Seamans explains that there is some money left in the budget and that additional help would come from MTC. Mr. Seamans stated that there is an alternative location on the school property, which is diagonally across the soccer field from its present location. Again, in considering this location, the Conservation Commission would have to be consulted. Mr. Seamans stated that the School Department has no budget to support any curriculum around the solar installation at the school so as an educational tool; this would currently not be utilized. If the turbine were turned back in, some monies would be received, but there would still be the costs already incurred to Planning and Construction Minutes – May 18, 2005 Page 2. the City for installation, etc. but there would be no cost to the City to leave it where it is. Mr. Griffin stated that monies received from turning back the turbine at the Centerville School could go towards repairing the turbine at Beverly High School. Mr. Seamans stated that the Beverly Farms Branch Library project is now complete although there are now a couple of warranty issues. Mr. Seamans stated that Mr. Tracchia hired an outside contractor to fix some of these issues and now having this work done may void some of the warranty. Mr. Seamans stated that the Boiler Specifications for the Elementary Projects would require a release signed by the City. Mr. Seamans stated that the Lynch Park Barn Roof Project bidding process is underway with a bid opening expected in early June but the work is scheduled for after Labor Day when there are no park activities planned. Mr. Seamans stated that the Ayers Ryal Side School application for the SBA reimbursement should be ready at the end of this week and Hannah and Cove Schools should be done at the end of the next two weeks. Planning and Construction Minutes – May 18, 2005 Page 3. *Mr. Seamans is holding an invoice for Flansburg Associates in the amount $2,600.00 until a credit is received from them in the amount of $2,000.00. Mr. Griffin made a motion to pay the invoices as presented. Mr. Maxner seconded. All in favor. Motion passes. Mr. Maxner made a motion to adjourn this meeting at 7:20 P.M. The Motion was seconded by Mr. Griffin and carried unanimously.
