2004-12-22 City of Beverly Planning and Construction Committee Minutes December 22, 2004 A Meeting of the Planning and Construction Committee was held on Wednesday, December 22, 2004 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Chairman Ray Bouchard, Rod Maxner, Dan Skokski, Bob Griffin and Cheryl Sydorko. Others Present: Sam Bird and Cheryl Lamont. The Meeting was called to order at 7:00 P.M. by the Chairman, Mr. Ray Bouchard. Mr. Maxner made a motion to approve the minutes of November 17, 2004 as presented. Mrs. Sydorko seconded. All in favor. Motion passes. Mr. Bird reported on the issue of dual fuel not being done in some of the renovated elementary schools. Mr. Bird explained that instructions were sent to Flansburg Associates and they were forwarded to Shoshanian and for whatever reason three schools do not have the dual fuel capability. Mr. Bird has been talking with Shoshanian and he has strongly recommended that something be done because of this mistake. He has made a suggestion that something be done in a meaningful way in dollars. Mr. Bird will continue discussions with Shoshanian. Chairman Bouchard mentioned to Mr. Bird that invoice payments to Flansburg Associates are being tabled until the dual fuel issue has been resolved. Mr. Bird would like something in writing from the Committee that would describe where we are that would be useful to him in speaking with Shoshanian. Chairman Bouchard stated that because outstanding issues remain at the Centerville School, the bonding company has put the City on notice not to pay Planning and Construction Minutes – December 22, 2004 Page 2. directly any payments and some changes have occurred which Mr. Seamans is dealing with. Chairman Bouchard stated that the final punch list has been prepared for the Centerville School and he would like to get it closed out. There are still some deficiencies in the alucobond installation and the weather station being installed in the wrong place. Mr. Skokski stated that he met with Mr. Seamans to inspect the aluminum cladding caulking installation at the Centerville School. He checked it in three locations and found it to be unacceptable. The visual aesthetic was not of good quality standards, the edge of the joint was not always a clean break and of greater concern was the consistency of the caulking. Mr. Skokski believes that this two-part process was not properly proportioned or that it was installed in the wrong temperature. Mr. Skokski would like Mr. Bird to see if the proper product, as specified, was submitted. Mr. Skokski does not think this installation should be accepted. Chairman Bouchard stated that this has been done twice and would like to have the supplier take a look at the installation since everyone is in agreement that this is still an unacceptable installation. Mr. Bird recommended that some other waterproofing company needs to do the installation who knows how to apply caulk and who could come in and seal it and make it look right. Chairman Bouchard stated that the weather station needs to be moved. Mr. Bird stated that Weisflogg, from KW Management, has installed testing equipment but is convinced that it is a bad ground which may be bleeding off power and interfering with the production of the wind mill. Mr. Bird spoke with Mr. Seamans who was going to monitor the turbine at Beverly High School, (at the suggestion of Burgey), to get a parallel production of two similar units and look at the comparison. This suggestion can not be done since the wind turbine at the High School has not worked for the past six months and it may be another four or five months to get it back on line. Burgey has agreed to provide third generation blades at no charge, value of $5,000,00 to $6,000.00, to see if that helps. MTC may be willing to participate in some fashion in the replacement of the blades or in more than half of the cost of installation. Chairman Bouchard stated that this work has been scheduled to start at the beginning of the new year. Planning and Construction Minutes – December 22, 2004 Page 3. Mr. Bird stated that two things that could be taken on through the procurement process would be cleaning up, cutting out and replacing all the caulk and moving the weather station. He does not know the status of AMG but thinks they must be in trouble if their bonding company is having conversations about not making payments. Chairman Bouchard asked Mr. Bird to help in making a determination of what the cost would be for these two items. Mr. Bird will come to next month’s meeting with that information and a recommendation of what should be done. Mr. Bird will put together an estimate and send a seven-day letter to AMG and next month a decision will be made as to what way to proceed on these two remaining items. Chairman Bouchard stated that training sessions had not taken place on the operation of the HVAC at the Hannah School and the Centerville School, according to Chris Rand. Chairman Bouchard will check with Mr. Seamans on the training status. Chairman Bouchard said that work at Beverly High School is being done on the pneumatic system and all is successful. The air compressors do shut off and it has been found that some of the hoses had been disconnected. All of this work has been done in the “A” wing and work is now being done on “G” wing. The compressors are now shutting off. Rusty Howes of North Reading did some of this work at Memorial Middle School and he is getting all the units to work again at the High School. The school staff is happy this is being done and great progress is being made. Chairman Bouchard states that Gale Associates is doing work at Beverly Golf and Tennis Club House and the asbestos needs to be removed. The handicapped accessibility will be an issue as the ramp is not in compliance because the ramp is long and without a flat landing as required. Chairman Bouchard stated that the skylight in the Beverly Farms Library has been repaired. Planning and Construction Minutes – December 22, 2004 Page 4. Chairman Bouchard stated that he did not get the Fedexed package yet for the roof design for Lynch Park and that this project would be starting at the first of the year. Chairman Bouchard states that nothing is happening on the renovations to Beverly High School and thinks that something is bound to happen sooner or later. Lots of committees are holding meetings regarding this issue and it seems like they will be going back to Option 4 and starting at the beginning. SMMA had worked up a proposal that was going to cost approximately $90,000.00+ and the time frame to do this work would have never been ready for an early ground breaking. Project costs have increased due to inflation and escalation. At the time the feasibility study was done, the original reimbursement figure was sixty- four percent (64%) and it is now gone down to forty-seven percent (47%). Mrs. Sydorko seconded. All in favor. Motion passes. Mr. Maxner made a motion to adjourn the meeting at 8:12 P.M. The motion was seconded by Mrs. Sydorko and carried unanimously.
