2006-04-06 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Design Review Board SUBCOMMITTEE: DATE: April 6, 2006 LOCATION: Third Floor, City Hall MEMBERS PRESENT: Colleen Bruce, William Finch, Douglas Haring MEMBERS ABSENT: Leah Zambernardi RECORDER: Diane Presutti Bruce calls the meeting to order at 6:30 p.m. 1. Garden City Residences * George Skalkos/490 Rantoul Street/Sign Mr. Skalkos approaches the Board with a design to be placed on the side of the building facing Rantoul Street. The sign will be 24" x 120" in size and made of light grey plastic form letters. Finch clarifies the building is for temporary residency. Haring: motion to accept the proposed sign as presented, seconded by Bruce. All members in favor, no one in opposition. Motion carries 3-0. 2. Mattress Discounters * Don Reed/55 Dodge Street/Sign Mr. Reed is at the meeting on behalf of Mattress Discounters. Barlo Sign submitted a drawing to the Board at the March meeting for an informal discussion and feedback. The Board asked that the size of the sign be reduced to 80% of the original submitted design. The new drawing presented to the committee this evening uses 20" letters, reducing the size of the proposed sign from 36 square feet to 30 square feet. Finch: motion to accept the proposed sign as presented, seconded by Bruce. All members in favor, no one in opposition. Motion carries 3-0. 3. Anmol Restaurant * Didar Signh/258-262 Rantoul Street/Signs Mr. Signh presents two sign designs to the Board, one for the front of the building and one for the side of the building. The sign on the front of the building will hang from the existing bracket. The wall sign is 4'x3', and the hanging sign is a bit larger but within ordinance guidelines. Haring: motion to accept the wall and hanging sign as presented, seconded by Finch. All members in favor, no one in opposition. Motion carries 3-0. 4. Montserrat Condos * David Potter/40 Heather Street/Recommendation to Zoning Board of Appeals David Potter and Jeff Quinn of Potter & Co., and James Emmanuel of James Emmanuel Associates present a design for the former Greenery Nursing Home at 40 Heather Street which is to be converted into condominiums. The applicants have a pending application before the Zoning Board of Appeals (ZBA), and the ZBA has asked the Design Review Board to review the site design and offer recommendations. The roof will be of green asphalt. The siding will be vinyl cedar with a 7" exposure. The glazed area in the rear of the building will have windows that can be opened. There will also be ½" round scallop shingles. The windows will be Anderson Sandtone, with brownish tones throughout. The existing bronze will be replaced with windows and siding. The down lighting will have a back shield. The islands in the parking lot will stay and the parking has been reduced to allow for additional green space. City Arborist Phil Klimowicz has reviewed the plans and recommended that two existing Maples in the parking lot be removed and replaced with Honey Locusts. He also suggests that the Cherry tree on Herrick Street be replaced with a Pear tree. Finch: motion to accept the proposed site design, contingent upon adjustment of the color of metal used on the façade to a sandstone color, adding shingles in place of the proposed MDO panels on the building’s gables, and the replacement of trees as recommended by the City Arborist upon confirmation of reason for replacing mature trees with new ones. The motion was seconded by Bruce. Motion carries 3-0. Minutes of March 2006 Members next review the draft minutes of the March 2006 meeting. Finch: Motion to accept the minutes as drafted, seconded by Haring. All members in favor, no one in opposition. Motion carries 3-0.
