A. CALL TO ORDER
Chairman Vitale called the meeting to order at 7:00 PM.
1. Reading of the Minutes for February 2005 – Chairman Vitale called for a
reading of the minutes from the February meeting. Vice Chairman
Mahoney made a motion to accept the minutes, seconded by Commissioner
Barnico. Motion passed unanimously.
2. Reading of the Financial Report – Chairman White presented the financial
report for February 2005. Commissioner Barnico made a motion to accept
the financial report subject to audit, seconded by Commissioner Tognazzi.
Motion passed unanimously.
3. Chairman’s Report –
a.) Chairman Vitale and Airport Manager Mezzetti met with FAA in
Burlington to discuss BVY topics.
b.) Chairman Vitale updated the BAC on the BVY noise abatement
pamphlet.
c.) Chairman Vitale informed the BAC on updating the BVY website.
d.) Chairman Vitale informed the BAC on the Chairman’s newsletter.
e.) Chairman Vitale informed the BAC of the recent KBVY meeting.
f.) Chairman Vitale updated the BAC on the latest Danvers jet fuel tax
information.

g.) Chairman Vitale informed the BAC of the April 27, 2006 Aviation
Expo in Nashua, NH.
h.) Chairman Vitale opened up discussion on whether or not Taxiway
“B” should be closed from Taxiway “D” to approximately its
intersection with Taxiway “A”. Commissioner Tognazzi made a
motion to keep that section of Taxiway “B” as a taxiway and to
install proper signage for vehicles crossing Taxiway “B”. Motion
seconded by Commissioner Duval. Motion passed unanimously.
4. Presentations:
??Edwards & Kelcey Update – Dave Graham discussed the BVY
NDB approach and suggested we persuade FAA to not terminate
the approach in June, but wait until the RW 34 extension is
completed. We would also need to persuade the current owner
where the NDB is located to keep the structure until the RW 34
extension is completed. Craig Schuster updated the BAC on the
RW 34 Extension Pre-bid and the RW 9-27 Scope of Work.
B. OLD BUSINESS
Subcommittee Reports:

Property/Legal/Finance Subcommittee – Commissioner Mahoney updated
the commission on Hangar #4 and infield area development interest.
??
Public Relations Subcommittee – Commissioner Trask informed the BAC
about an airport promotion meeting held at the North Atlantic Air-East
Side hangar. Commissioner Trask also discussed user meetings, doing a
local radio segment about the airport, and conducting an informational
meeting with the public regarding the RW 34 Extension Project impact.

Facility Maintenance Subcommittee – Commissioner Tognazzi informed
the commission of measuring the West Side infield area the last week of
March, getting the Barracks Building repairs started, and a public viewing
stand on the East Side.

Hangar Development Subcommittee – Commissioner Dettorre updated the
commission on West Side infield T-hangar development interest from Mark
Scott of Falcon Air, Lawrence Airport, and Angier Ames’ T-hangar
interest at the end of old RW 2 and WAAS approach.

C. AIRPORT MANAGER’S REPORT
Airport Manager Mezzetti updated the commission on the traffic count, Homeland
Security visit, RW 34 Extension Project, aircraft removal, gate repairs, snow
removal, noise abatement pamphlet, RW 9-27 Scope of Work review, 5-Year CIP
meeting with FAA, and Kelleher Construction/airport abutter land filling
operation.
D. NEW BUSINESS
1. A B Aviation, Triangle Area Hangar – Jim Baker requested a change to build
six (6) nested T-hangars in place of one hangar holding six (6) aircraft in
common. Commissioner Tognazzi made a motion to accept A B Aviation’s
new hangar proposal subject to the approval of the Legal/Property/Finance
Subcommittee, seconded by Commissioner White. Motion passed
unanimously.
2. Soil Dumping – The commission tabled removal action of the soil dumped by
Kelleher Construction pending review of their development plan. In the
meantime, City Hall has stopped the dumping operation.
E. COMMISSION COMMENTS
1. Commissioner Trask discussed an aerial demonstration associated with the
Danvers Family Festival Day and the next Danvers jet fuel tax meeting in May.
2. Commissioner Dettorre will replace Peter Simpson as point man on WAAS
and requests the support of airport users.
F. PUBLIC COMMENTS
1. Ken Robinson and Jay Wessell are on board with WAAS and will help
Commissioner Dettorre.
2. Ken Robinson informed the commission of the new roof obtained for Hangar
#1.
3. Steve Castle will help with WAAS.
4. Jeff Lurie has concerns with the Danvers Family Festival Day parachute
operation.
5. Jim Baker informed the commission he rebuilt the Hangar #3 façade and will
be installing new doors this spring.

6. Ed Pino (Thorpe Circle) complained about the low traffic pattern over Thorpe
Circle. Chairman Vitale said he would convene a meeting in approximately two
(2) weeks with Beverly Flight Center, BVY ATCT, Bob Mezzetti, Dave
Graham, Gardner Trask and himself to discuss this issue.
G. ADJOURNMENT
Motion to adjourn made by Commissioner Dettorre, seconded by Commissioner
Tognazzi. Motion passed unanimously.
