MINUTES FROM MEETING ON NOVEMBER 16,

MEMBERS PRESENT: Vincent Cotreau, Nancy Lodge, Joseph Manzi, Peter
Gilmore, and Vice Chairman George Batchelder, who chaired tonight's

Grasso - House construction at Newbury and Liberty Lot C
Jim O'Day, Engineer from Civil Sites. Representing the applicant. No
work will be done in the wetlands. Only in the buffer zone.
Peter Gilmore commented on a proposed drainage ditch in the southwest
corner which is in the wetland.
Jim O'Day- Would like to clean the ditch, " a little cosmetic
surgery." Wants to make the drainage easement now, so they won't have
to go back into. the wetland.
Peter Gilmore wants a corrected plan to show no detention pond will
e;dst. ' I
To show 10 and 100 year flood plan
To show cross sections, cross roads, 100 foot buffer zone.
New calculations to show run-off. Notice of Intent revised to show
the swamp can absorb the runoff.
Vincent Cotreau commented on swamp maples in the wetlands. Line #42.
Also, where's the house going? Where are the lines 90ing? Also,
dumping has been done and also grading has been done there. Placing
doubt on the project.
Peter Gilmore was there today. Area to be re-flagged. A letter from
Dr. Kent stating he has examined the ~rea entirely. Also, his reasons
for determining it to be a wetland or otherwise. To be made clear to
the applicant "no further work to be done." Hay bales to be set
immediately. Areas identified by Dr. Kent, area 1S in appalling
condition.
Vincent Cotreau stated the flags looked quite old.
George Batchelder concurs with the commissioners. He viewed the site
also. Does not like the dumping there. (In a wetland area.)

Not seen in the field. The foot prints of the house. The proposed
driveway.
Peter Gilmoresaid 4 years ago, the ditch was not a wetland.
these wetlands changed since? To be checked with Dr. Kent.
be put in writing.
George Batchelder commented regarding the connection with the ditch
and the extension could become a f16wing stream, therefore, a bonafide
w~2tland.
Jim O'Day - Will flow between th~ stone wall and the right of way.
Will not meander, will Just be a drainage swale. We are not going to
change anything.
Grasso- Is there an official request for the hay bales?
Peter Gilmore- Yes, get them in right away. Also, if any other
wetlands are identified? protect them. All this to be done tomorrow.
To let the Commission know as soon as possible.
George Batchelder- advised the applicant to do all of this. Also, to
stop pushing stuff around.

up. The rip rap looked shaky.
Robin commented that the ORDER OF CONDITIONS have expired. An
extension is in order. Mr. Arthur Giangrande to be consulted.
Branch and Common Lane (4 projects) seeking CERTIFICATES OF
COMPLIANCE.

like to know about the unknown shrub and the pile of dirt by the
