Meeting called to order @ 7:45 P.M.
Recess for Public Hearing motioned by Vincent Cotreau, seconded by Peter Gilmore.
All in Favor.
Three continued public hearings as follows:
#5-340 LAUREL RIDGE Retirement Cow~unity @ 300 Hale Street 189 Units.

Representing, Paul Su mmer, Botonist. He reiterated all the questions previously
asked and comments by and to the Commission. The two detention areas have been
changed to retention areas. This is a main change. Detention holds back the
water and releases it at a metered/slow rate, whereas retention holds all the water.
-Vinnie Cotreau-Has a problem with dynamite.
-Paul Summer-The charges will be on a point to point basis and will be monitored
by the Fire Department. The shock from the charges will not travel at a great
distance.
-Nancy Lodge-Re: borings.
-Paul Summer-None have been done.
-George Batchelder-commented on not enough time to review the material. Re: the s\vale,
filtering out pollutants. Size-260' long, 40' wide. Narrow Trench.
-Paul Summer-The swale is to assist in the removal of pollutants.
Catch basins, a swale and retention to remove pollutants.
-George-Re: changes in the design, the pipe diameter being 12", before 5".
-Paul Summer- The 5' pipe has been removed. For the lOO-yr. event, is an 18" weir.
More water is being let out at a higher elevation.
-Peter Gilmore-questioned the pipes. Would like to see a calculation of reduction
of water into the wetland.
-Paul Summer-It is in part of the original file of calculations.
Retention and detention areas will have to be maintained for effectiveness.
-Joe Manzi-Roadway (on lower part of plan), is this the only roadway used
to transport ledge?
-Paul Summer-eplied yes.
-Joe Manzi-Which way is it going?
-Paul Summer-Permits will be involved.
-Joe Manzi-Heavy 10-wheelers on Hale St. are a concern.
-Ray-That is not our wetland concerns.
-Nancy Lodge-Wants more time to study the material.
-Bill Lis8-To summarize the changes once again.
-Paul Summer-Explained the high frequency-low volume events of the water flow.
In the larger basin is a 24" weir. Small pipe is a 6" diameter.
RECESS AT THIS TIME.

-Paul Summer-Commented on the major flush and the pollutants. Continued flushing
events are not pouring pollutants into the basin.
-Peter Gilmore-still vague on the matter re: storm events and the pollutants
flushing into the wetland.
-Paul Summer-explained the slow flow of water.
-Peter Gilmore-How will you keep the same flow into the wetland if a cement collar
is around it?
-Paul Summer-Rather than drying up the wetland, this was the alternate change that
had to be done.
-Peter Gilmore-Wants explained in a lOa-year storm event plan, does this play
a different role?
GENERAL PUBLIC
-Ben Eisenstadt-345 Hale St. Representing the neighbors, has not received the
latest submittals. Therefore, would like more time.
-Joe Manzi-Referred to Item #6, Mr. Taubert, consultant, has not commented.
-Bruce Munson-31 Boyle St. Unable to receive maps, etc. Wants moretime also to
review.

-Renee Mary-274 Hale St., referred to a submittal made this evening, which will
be read by Mr. Crane. Also, stated more time is needed. To subrit her comments
to the Corr~issioners sometime next week.
-Steven Crane-3 Robin Road, commentled on a letter submitted this evening from Chase
Technical Associates, Inc.
-Steve Leonard, Applicant, concurs with a one-week continuance.
-George Batchelder and Nancy Lodge commented that one week is not enough.
-Bill Liss motioned for a one-week continuance, Peter Gilmore seconded.
The southend of wetland one, (the pipe) and the flows and the pre and post
development into Wetland One, to be submitted by noontime Monday, Dec. 11th.

-Cindy Shapiro-Hale Street, a week is not enough time.
-Bruce Munson-re: the National Heritage Foundation was contacted.
-Renee Mary-Lady Slippers are protected by the Federal Government, they are in the
area.

Botonist, John Bleiler, from Gulf of Maine and also Architect, Randall Weiting,
representing the Applicant.
Equipment to be used, a power shovel and a backhoe (Wildcat), to excavate the pond.
The design will be wetlands, not the original wetland. Not going beyond the centerline
of the property. The front page of the Notice of Intent to be revised, to include
Prides Beach ownership letter. Also The Book and Page Numbers also.
Bill Liss motioned to close the hearing, Peter Gilmore seconded. ALL IN FAVOR.

the hearing.

species, etc.
