This would pertain to any employees not currently covered by a contract in force. The cost of health insurance was a major topic of discussion during the last budget debate, and while negotiations have been on-going with all the city’s unions, it is essential that we seek every possible avenue to address this escalating cost. The language of this petition has been coordinated with the legal counsel for the State Legislature. Your authorization of this petition will allow me to submit it for the immediate consideration of the legislature, whose approval is required in order to make this change. Crean, Mayor September 2, 2003 An Open Letter to the City Council: Sometime in June of 1996, the previous administration presented to the City Council a proposed reorganization plan which set up the various operating agencies of the City of Beverly. That plan was adopted by the Council at that time based solely upon an organizational chart. It is the belief of this administration that an Administrative Code adopted by a city council shall be a written description of the administrative organization of city offices, departments and multiple member bodies, and that the administrative code shall state the general powers and duties of each city office, department and multiple member body. Therefore, the attached Administrative Code completes a task that will finally implement this section of the City Charter as enacted in 1995. As you will note from the organizational chart, the organizational structure has basically remained the same as it was presented to the Council in 1995, except for the fact that one department established by the 1996 plan, the Department of Public Safety, has been separated into two departments – the Fire Department and the Police Department. The Ordinance Revision and Recodification Committee, composed of the following: Paul Guanci, Crystal A. Atherton, Timothy P. Flaherty, Mary E. Grant, Donald G. Martin, Virginia D. McGlynn and Maureen Troubetaris have, with the assistance of legal counsel, Attorney Michael Curran, worked for the past two years drafting ordinances to finally implement the City Charter. Part of their work consisted of drafting "proposed ordinances" for the Administrative Code, which will be printed with and become an integral part of the city's New Code of Ordinances. It is with the cooperation of both branches of city government, the Executive and the Legislative, that we have been able to produce a document which I believe will serve the citizens of the City of Beverly well. Soon this document, along with the newly drafted and enacted city ordinances (city laws), will be available on the city's web site and at the Beverly Public Library. This will fulfill another one of the goals of the new Charter, which was to provide access to all information concerning the conduct of any aspect of the business of our city. This amount is to be appropriated from the unexpended bonded balances (net of outstanding obligations) of Capital Project Account #508, Cove School Addition and Renovation, and Capital Project Account #509, Hannah School Addition and Renovation. These balances remain from a bond issued on September 1, 2000 in the amount of $25,918,000 for several capital projects, including $10,223,000 for the Cove School and $9,685,000 for the Hannah School. These funds will be used to begin the renovation of the existing Beverly High School to address the accreditation issues pertaining to the physical structure raised by the New England Association of Schools and Colleges. The authority for the use of these funds in this manner derives from MGL Chapter 44(20) and Chapter 44(7)(3)(a). The attached information from the architectural firm of Symmes Maini & McKee Associates specifies the next steps that will be taken, including repairs to the field house roof and the completion of a preliminary design for repairs to the high school.
