2003-04-18 LYNCH PARK ADVISORY COMMITTEE Thursday April 18, 2003 Meeting Minutes Committee Members Present: Chairman, Rich Benevento, Bob Richardson, Bob Griffin, Michael Gaudette, and Anne Gaudette, Tom Scully, Frank Killilea, Bruce Doig, and Joan Fairbank. Special Guests: Jeffrey Hoover and Stephen Feige of Tappe Associates Members Absent: Gerry Cathcart, Mike Collins, Ellen Flannery, Virginia McGlynn, Liz Caputo, Tom Clark, Nancy Brewka Clark, Virginia Currier, and Artie Sullivan. Mike Collins had inadvertently been missed in meeting minutes and notices. Committee Business A motion to make Bruce Doig, the recently appointed Recreation Director, a full sub-committee member was made by Joan Fairbank and seconded by Bob Richardson, Motion passed unanimously. Frank Killilea reported that the seawall repairs are almost complete and will be seeded by Mike Collins. The new improvements with the concrete extension from the wall allow drainage of sea water to flow back toward the seawall and not get trapped between the land and the wall. This should prevent considerable future damage. This newly paved area does meet ADA requirements. Mike Gaudette has reproduced the most up to date tree plan and has transferred it to Mylar. He will try to get copies for the committee. Bob Richardson mentioned that Jack Good is retiring from Beverly Hospital and suggested that he be invited to serve on the committee. Jack has an outstanding record of successful fundraising and community relations, both of which would be invaluable to the future of this project. All agreed. Tom Scully said that he would ask him to join us. Tappe Presentation Jeffrey Hoover set the goal of the evening: To look at the phasing and to set the projects in order, Steve Feige presented the carriage house updates from suggestion from the previous meeting. The following carriage house details were related: · The current Guild Room would hold about 70 people seated at round tables · The space on the opposite side of the building could hold about 100 people seated. · A kitchen would be located on the main level. · Dick and June's should remain at the park but be relocated to a kiosk. · The deck shown on those plans should be extended to the full length of the building. It was suggested that the concession stand and the information area be combined into one kioskl. Tom Scully Scully would like to see the entire carriage house be completed at once to provide much needed revenue. The list of park improvements and phases could vary and would be an ongoing project. Ifmoney became available for a particular project it can be implemented at that time. The following became the Phasing Plan: 1. C The Carriage House this can be done in a single phase and revenues could help with other projects. 2. E Concession/Info Kiosk 3. A Parking 4. F Play areas 5. B Pedestrian/emergency circulation 6. G Shell 7. D Pier 8. J Beach on-gomg 9. K Rose Garden 10. I Planting on-gomg 11. H Caretaker's House Caretaker's cottage could possibly be the current Recreation Department renovated. Joan Fairbank indicated that there are people in the park after curfew on a nightly basis and they use the beaches, garden, playground equipment, picnic benches, and point area to party. If the caretaker is located at the park entrance there would be no presence within the park itself. The recreation building is more centrally located for this purpose. We are getting close to time for a Public Forum. Bob Richardson suggested that the Park & Recreation Commission and Lynch Trustees be invited to the next presentation for their review and input. The next presentation would be to the City Council and then the public meeting. Other Considerations: Bench relocations spots should be considered for those that will be affected by the plan. Goals are currently being met: Master Plan for park including sections for designated appropriate activities Early Action Projects selected Implementation Implementation Committee needs to be formed: Need to maintain continuity for the project Find funds to complete projects May Meeting At the next meeting it would be helpful to have all of the existing infrastructure information, Pricing estimates for the various project phases will be presented Respectfully submitted, Joan Fairbank, secretary
