2004-06-24 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: June 24, 2004 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr., MD, William J. Alpine, Jr. and Joseph W. Walsh, Jr. Board members absent: Others present: Thomas Scully, Director of Community Services, Patricia Zingariello, Public Health Nurse and William Burke, Director of Public Health Recorder: Judith Balboni Chairman Carbone called the meeting to order at 7:30 a.m. The Board reviewed and accepted the minutes of May 18, 2004. First on the agenda, was a request from Hannah Village Apartment Complex for lifeguard waiver. Chairman Carbone questioned ifthere had been any complaints or problems last year. None were noted. The pool must be inspected and found in compliance with the Sanitary Code. Mr. Walsh motioned to grant request, Mr. Alpine seconded, all in favor, approved. Mr. Burke presented the Board with draft of RDNA regulations to be used for Beverly. Lexington was used as a model. Discussion followed. It was noted that permit should be kept to BL2 level and non-transferable. Mr. Burke will make some noted changes to draft, forward to Board for comments and then to Solicitor for approval. Mr. Burke received a $3,500 Grant from American Dental Partners. The money will be used to assist with licensing the Beverly Dental Clinic. Mr. Burke and Sue Pelletier, Dental Hygienist met with an architect for site visit of Dental Clinic. A proposal will follow. Construction could be completed by the beginning of next school year. A CHNA Grant of $5,000 can be applied for. Mr. Burke met with Bob Nelson, Building Commissioner to discuss mercury disposal by collecting thermostats from contractors when applying for permits. The Health Department will continue to educate the public regarding mercury disposal and the environment. In four months the board will revisit thermostat disposal and also check with regional boards regarding fish advisory. The Board discussed West Nile Virus, reporting, collecting, and submitting of dead birds for testing. Due to the closing of Salem repository and the next closest being Tewksbury, Mr. Walsh, due to staffing constraints and other seasonal demands, motioned to stop delivery of birds. Mr. Alpine seconded. Board all in favor of not collecting birds for submission but reporting all dead birds for surveillance. Diane Kurkjian and Joe Reale have started seasonal inspections of beaches, recreational camps and swimming pools. Beach tests all good the 15t week. Many of the camps start next week and they all require significant inspections and nursing resources. Stop & Shop on Enon Street has started a multi-phased renovation that is expected to last until the end of the year. The renovations include enclosing the loading dock which would minimize neighborhood noise concerns. Mr. Burke participated in discussions with Mr. Scully and Council on Aging Building Committee regarding an addition on the Senior Center which would house the Health Department, Veteran's Agent and ADA Coordinator. There will be no board meeting in July and August. Chairman Carbone will submit dates for September - December meetings. Meeting adjourned at 8:25 am. Respectfully submitted, Judith Balboni
