August 27, 1992
Present: John Coogan, Neil Olson, John Quinn.
Also present: Thomas Scully, Sheila Glowacki, William Capone,
Keith Hoffses.
John Coogan presided.
John Quinn moved that the minutes of the previous meeting be
accepted. Motion passed.
Report of the Architect: 1) According to a report from H.B. Smith
the boiler is repairable. This report has been forwarded to
GOldberg with a request for a price to do the work. 2) The extra
marble slabs are being disposed of by TLT. 3) Concerning
restoration - TLT removed the marble from the rear of the building
which was deeply imbedded, and severely nicked and goudged it to
the point of making it unusable. Also the base plates are rusted.
So what the architect suggested is to leave the big pieces of
marble alone and repair the cracks in front of the building. Base
plate can be repaired by taking the brick out and sandblasting.
During reroofing water proofing will be done on top of walls' to
prevent water from seeping behind. Repointing will be done in
front of building. Keith suggested that they investigate with
their preservation consultant qualified contractors who can do the
work and negotiate a fair and equitable price. The preservation
consultant wants to be compensated for evaluating the damaged
marble and rewriting specifications to modify the original
restoration plans. Neil Olson moved to authorize the architect to
engage the restoration architect to evaluate damage and to proceed
with the new plan of restoration. Motion passed. 4) TLT wants
$4,000. to reconnect lighting in the skylights. It was decided to
decline their offer and find someone else to do it later. 5)
Concerning the misalignment of the floor, the architect stated
that it is the contractor's responsibility to build the building
correctly and that TLT should bear all expense of rectifying the
problem. After weighing all options, the architect recommended
that the floor in the old building be raised to meet the level of
the new addition. Neil Olson moved to proceed with corrective
proceedures as outlined by the architect. Motion passed.
Report of the Clerk of the Works: 1) Mass Electric is going to put
the vault and transformers in at no cost to us. They are looking
for an easement on our property to put the vault. There would be
two switchboxes above the ground. In order for them to order their
equipment they must have permission in writing from the Board of
Aldermen. Neil Olson moved that the Commission support Mass
Electric in their request for an easement on library for the
described electrical service. Motion passed. 2) The following
work has been done to date: Ground floor laid, elevator shaft
started, enclosure for bookmobile and van started, brickwork
started, windows have arrived, duct and sprinkler work is 90%
completed, stairs started, one side of plaza is poured,
plumbing and electrical work is 70% finished.
