2002-05-22 Planning & Construction Committee Minutes May 22, 2002 A Meeting of the Planning & Construction Committee was held on Wednesday, May 22, 2002 at 7PM at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Ray Bouchard, Robert Griffm, Rod Maxner and Debbie Comeau Others Present: Peter Seamans, Ron Bouchard, Judy Mulligan, Sam Bird, Michael Harrison The Meetin~ was called to order at 7:05 PM by the Chairman, Mr. Bouchard Due to the fact that there was not a quorum present at this meeting, no votes were taken. Mr. Seamans gave his report to the Commission regarding the status of the School Projects in the City. Mr. Harrison reports that AMG Construction Co., Inc. was the low bidder on the upcoming Centerville Elementary School Project. Mello Construction, Inc. was second and GVW, Inc. third. Flansburgh has done their investigation of AMG Construction Co., Inc. and has found their ratings to be "Very Good to Excellent". The only problem area reported was in "punchlist" completion. MTC meets next week regarding the "Renewable Energy Grant" for this school. This project needs to start before July I st. A Special Meeting may have to be called to make recommendations to the Mayor. Mr. Bird reports that Flansburgh is working with Peabody Construction to complete the punchlist items at Hannah and Cove Schools. Peabody Construction has hired a new project manager and is eager to settle up. They have been slowly knocking off items at Hannah. The value of work left at that school is approximately $61,000. Mr. Griffm suggested that the remaining items be "bid-by-trade". The Commission has requested that Flansburgh bid each job left at Hannah according to bidding procedures and get the school completed. Mr. Seamans will follow-up with Flansburgh on getting the proper procedures in place to bring closure to this matter. Flansburgh will also follow the same process with Cove School. Mr. Bouchard is in receipt of a report from RSV Consultants regarding "Peer Review" for Centerville School. Mr. Bouchard reported that the boiler contract at the High School has been executed within the last couple of days. The City will also be working with the gas company to bring a sufficient supply of natural gas to the high school for the boilers. The boilers are dual-fired. A contract has been signed for design of the veranda roof area at the Beverly Golf & Tennis Club. A letter has been submitted for a proposal to bond the entire package of renovations at the Club. The renovations will be phased. Mr. Seamans presented drawings for a turnout lane on Putnam Street at the North Beverly School. The cost for this project is approximately $49,376.00 which will be paid out ofleft over contingency money. Public Works will oversee the job using their contractors. This list is needed for arbitration. He will also gather this information for Hannah School. This information is to be submitted to the Commission by the next meeting.
